Position: Finance and Administration Officer - The Improved Service Delivery with Social Accountability Integration for the Citizens in Cambodia (ISD with SA Project)

(Disclaimer: World Vision International - Cambodia (WVI-C) is seeking a technical person to take responsible for finance and administration for the ISD with SA project which being funded project in Cambodia).

  • Location: Based in Siem Reap or Banteay Meanchey Operation Office
  • Salary: Negotiable
  • Closing Date: 17 April, 2024
  • Contract: Fixed-term (17 months)

POSITION DESCRIPTION:

Actual hiring is contingent upon winning the bid for this proposal. The project is looking for a candidate who be able to provide financial management, donor compliance, internal administrative procedure and control, procurement and financial monitoring to the project team, that ensure smooth and effective implementation of the project.

MAJOR RESPONSIBILITIES

  • Participate in preparing internal budget plans and any reformulated budgets as requested by WVI and donors;
  • Support the senior project manager (SPM) in annual budget preparing process, and budget revision to ensure the correct timeline, approved budget amount, coding and support project team to monitor to spend as planned;
  • Oversee and manage the financial operations in the project, and ensure the efficiency, effectiveness, and compliance to the financial policies and standards of the organization and donor;
  • Provide training and refresher on financial guidelines to all project staff to ensure financial compliance;
  • Process and review all financial vouchers from project staff to ensure that the coding is correct and back up with sufficient supporting documents and to comply with WVI and donor’s policies;
  • Prepare monthly project cash requests with compare the cash need with budget and take immediate action on significant cash balance during the month;
  • Prepare accurate and timely financial report of the project and submit to the SPM;
  • Establish internal control system and financial risk management and to intervene for all significant financial risks arising in the project;
  • Support on procurement and administrative to the project throughout the project including procuring the productive assets, office management, fixed asset and inventories, etc;
  • Ensure the project maintains audit compliance;
  • Assist project staff for any financial matters as per the project required.

REQUIREMENTS:

  • Bachelor's degree in accounting management, financial and banking management or any relevant degrees.
  • 3 years’ experience working in similar roles in any specific grants/project relevant to core financial management, administration, with NGOs/INGOs.
  • Sound good knowledge of using any relevant financial management software such Quick Book, Sun System, Provision or other necessary accounting system is an advantage.
  • Financial monitoring skills.
  • Liaison/ Communication skills.
  • Knowledge of facilitation and training.
  • Knowledge of financial management and internal controls
  • Strong computer literacy skills including MS Office; e-mail and internet.
  • Analytical/problem solving skills and details orientation skills.
  • Good in computer MS Office Skills (MS Words, Excel, Spread Sheet, Power Point, Internet, email etc)
  • Khmer is native speaking and very good English in both writing and speaking
