You have:
- Bachelor's degree in accounting, Finance, Business Administration, or a related field.
- Minimum 4-5 years of relevant experience in accounting or financial management, preferably within donor-funded projects (Global Fund, USAID, DOS, or similar).
- Strong knowledge of accounting principles, financial reporting, and internal control systems.
- Experience using accounting software or ERP systems.
- Demonstrated experience with bank reconciliations, general ledger management, and statutory compliance.
- Good understanding of Bangladesh financial, tax, and VAT regulations.
- Strong analytical skills and attention to detail.
- Ability to manage multiple priorities and meet deadlines with minimal supervision.
- High standards of integrity, confidentiality, and professionalism.
- Strong interpersonal and communication skills.
- Proficiency in Microsoft Office applications, particularly Excel and Word.
- Fluency in English and Bangla (written and spoken).

Project Description
The proposed Strengthening Locally led TB Diagnostic Network in Bangladesh to Prevent Global Transmission project will contribute to a sustainable, resilient, and locally-led tuberculosis laboratory network that addresses critical diagnostic access gaps, quality assurance challenges, workforce capacity constraints, supply chain disruptions, and reporting gaps; improving specimen referral, enhancing digital interoperability, improving equipment uptime, and enhancing the capacity for advanced DST testing to enhance the country's ability to swiftly detect and control tuberculosis, reduce the risk of disease transmission, and bolsters global health security.
Position Summary
The Finance and Admin Officer will be responsible for supporting day-to-day financial and accounting, admin procurement operations of the TIFA Bangladesh and EpiC project. Working under the supervision of the Senior Finance Manager, the Finance and Admin Officer will ensure accurate financial recording, timely processing of payments, compliance with JSI policies and donor regulations, and maintenance of strong internal controls.
The position requires strong attention to detail, integrity, and the ability to manage multiple financial transactions and operation support including procurements while ensuring transparency and accountability in the use of donor funds. The Finance and Admin Officer will work closely with program, procurement, logistics, and operations teams to support effective project implementation.
Key Responsibilities
Financial Management and Processing
Support the Finance team in managing daily accounting and financial operations for the TIFA and EpiC project. Review and verify all payment supporting documents (e.g., invoices, purchase orders, contracts, delivery notes, bid evaluations, and acceptance certificates) to ensure completeness, accuracy, and compliance with donor regulations. Prepare payment vouchers and process bank and cash payments through approved banking systems, ensuring timely disbursement to vendors, consultants, and staff. Ensure accurate coding of all financial transactions to appropriate project cost centers and budget lines. Manage staff advances, including travel and workshop advances, and ensure timely liquidation with proper documentation. Ensure timely payment and recording of all statutory obligations, including VAT, tax deductions and deposit to treasury, and other applicable government charges, in compliance with Bangladesh laws.
Accounting Records and Reconciliation
Maintain accurate, complete, and auditable accounting records, including vouchers, journals, and supporting documentation. Maintain organized physical and electronic filing systems for all financial documents. Prepare and support monthly bank reconciliations, vendor reconciliations, staff advances, and balance sheet reviews. Assist with month-end and year-end financial closing activities in line with organizational timelines.
Procurement
Manage the procurement process in compliance with organizational policies and donor requirements with the support of the Operation and Administrative Manager.
Prepare and issue Request for Quotations (RFQs), evaluate bids, and support vendor selection.
Maintain and update the procurement tracker and vendor database.
Ensure timely delivery of goods and services, including quality checks and documentation.
Support contract negotiations and maintain proper documentation for audits.
Office Administration
Oversee day-to-day administrative operations of the office, including supplies, utilities, and maintenance.
Coordinate logistics for meetings, workshops, and travel arrangements.
Maintain stock of IEC/communication materials and other publications of the project.
Maintain stock of office supplies and training materials of the project.
Field Program Support
Provide logistical and administrative support to field teams during program implementation.
Coordinate transportation, accommodation, and procurement for field activities.
Assist in organizing field events, training, and community engagement sessions.
Ensure proper documentation and reporting of field support activities.
Perform any other finance or administrative duties as assigned by the Associate Director Finance & Operations.
