ABOUT THE PRIVATE PARTNERSHIP AND FUNDRAISING DIVISION (PPF) UNIT AT WFP

This position is located in the Private Partnership and Fundraising Division (PPF) of WFP Headquarters and reports to the Director of PPF. To get to a world with Zero Hunger faster, WFP is investing in and growing private sector fundraising and partnerships to reach more people. The Private Partnerships and Fundraising Division (PPF) is responsible for engaging the private sector (corporations, individuals, foundations) through high-impact partnerships in support of WFP's strategic priorities, and through individual giving to build and retain support from the general public worldwide.

PPF is in the 2nd year of implementing its Private-sector partnerships and fundraising strategy (2020 – 2025) that emphasizes on fundraising from the public for fully flexible giving, and on “technical” corporate partners, primarily for their dedicated expertise, capability, and advocacy support.

This strategy is associated with a significant PPF investment case and a retention mechanism with the purpose of reinvesting funding to further grow revenue and expand fundraising activities sustainably. Over the initial period of the strategy, more than USD 200 million will be invested and the investment model forecasts cumulative gross income of USD 684 million by 2025. By 2030, the investment aims to generate nearly USD 1 billion in cumulative net income for WFP programmes. The envisaged annual budget for the PPF internal self-financing/ investment fund will be more than USD 32 million dollar from 2025 onwards on top of 52 million of CCI and 32 million of advance financing.

THE ROLE

You will manage all aspects of PPFs financial activities. The incumbent is expected to provide leadership and expert advice on private sector fundraising, especially individual giving and related recovery/ financing mechanisms, corporate finance and conduct business analytics for large operations to ensure the success and financial viability of the operations.

KEY ACCOUNTABILITIES (not all-inclusive)

You will be required to carry out the following duties and responsibilities under the direction of the Director of PPE:

Management, strategic planning and decision making

  • Lead the Finance and Business analysis team within PPF to provide support to all teams within the division and to review and improve systems and ways of working to enable maximum efficiency in the implementation of the private sector partnerships and fundraising strategy..
  • Advice senior PPF leadership in implementing the WFP Private Sector Partnerships & Fundraising Strategy with a focus on grant and budget management, performance reporting and developing investment cases to grow private sector partnerships and fundraising activity in compliance with WFP rules and regulations.
  • Lead and develop the Management Plan for the unit by coordinating necessary input from teams within the Private Sector Division, taking into consideration the unique character how PPF is financed through corporate a variety of budgetary sources.

Corporate Finance – Investments, financing solutions and validation of the Self-financing model implementation

  • Oversee and manage financial implementation of the PSPF strategy especially with regards to the complexity of the Individual Giving area and how this spans across nearly all PPF financial activities.
  • Evaluate the Self-financing model approach of the Individual Giving element of the PSPF strategy through periodic reviews and assess its implementation to ensure feasibility.
  • Specialised analysis, review and handling of the retainer charged to Individual donations as primary re-financing source for operations and the advance repayment..
  • Provide insights and recommendations on the retainer to the senior PPF and WFP leadership and further provide inputs to eventual briefings about the retainer structure, percentage rate etc to other stakeholders.
  • Develop, explore, analyse and as required implement other refinancing options such as debt swaps, notes or other financial instruments in addition to the self financing mechanism.
  • Oversee the full cycle of investments in External Fundraising Organisations including the management of contractual arrangements, validation of investment proposals and recommendations to PPF Senior Management at the beginning, throughout and at the end of each investment cycle.
  • Establish governance and reporting mechanisms to ensure adequate use of funds and that agreed return of investment targets are met.

Organisational strengthening and institutional oversight

  • Explore and develop new ways of working for example improvements in the registration of private sector grants in a timely manner and financial aspects of the relationships with Friends organizations and other external fundraising organizations.
  • Oversee the Annual Performance Planning and Reporting (APP and APR) processes for the division.
  • Define and maintain adequate financial and accounting procedures and systems, internal controls and security. Ensure segregation of duties and responsibilities.
  • Act as a focal point for Internal/External auditor's observations/recommendations ensuring timely response and implementation of recommendations.

Budgetary

  • Lead budgetary oversight and management for PPF and all related matters and provide financial assessment of partners, service providers, and other entities as needed, providing conclusions to management to enable them to make informed decisions and minimize financial risk to the organisation. Identify and leverage budgetary synergy potentials to increase efficiencies between products and routes to market. Analyze and advise on budgetary policy, procedures and issues.
  • Work closely with PPF leadership and WFP Finance and Budget divisions to ensure coherent implementation of approved investment cases and effective budget management, reporting and schedules. This includes providing support to operational teams within PPF through monitoring of budget utilization and creating an internal customer-oriented approach.
  • Oversee the administration of the PPF investments, repayment and overhead source for the individual giving activities.

Business analytics & Performance evaluation

  • Develop and manage the workstream of income forecasting on an annual and quarterly basis with associated reporting by donor, region and income source.
  • Oversee and manage the KPI tracking process to ensure that the investment decisions regarding the individual giving element are data driven and return on investment is maximised..
  • Lead and manage the entire Executive Board financial reporting related to the implementation of the Private Sector Partnerships & Fundraising Strategy.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience

Experience:

You have:

  • 8 years of postgraduate professional experience in financial reporting and financial management, specifically Private Sector Fundraising related.

Language:

You have:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

You have:

  • Strong expertise and experience of private sector partnerships and fundraising activity, principles and practices, in particular in-depth knowledge of and experience in individual giving program financing mechanisms and hands on experience in managing individual giving fundraising program expenditures.
  • Strong expertise and experience in corporate finance and managing in- and external investment programmes.
  • Experience in management reporting and a proven track record of translating complex financial information into easy-to-understand advice for decision makers, through tools such as data visualization.
  • Comprehensive knowledge of Private Sector Fundraising analysis, especially Individual Giving performance review methods and tool. This is crucial to measure success, guarantee that return targets are met and the financial means are secured to repay the advance and at the same time allow for further investment and growth in the area to fulfil the ambitious targets of the strategy. Expert knowledge of Excel, SAP and Tagetik, Tableau.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The position is based in Rome, Italy and the selected candidate will be expected to relocate.
