Since the beginning of the Russian military invasion on 24 February 2022, Ukraine is rapidly emerging as one of the world’s most complex emergencies with over 3 million refugees already fleeing the country and with growing humaniatarian crisis and needs. Women’s groups and civil society organizations have been quick to react to the immediate priorities of their communities, but face many challenges as they attempt to provide support to large numbers of internally displaced people, host-communities and those directly affected by violence and insecurity. Civil society, and particularly women’s organizations in Ukraine are in the front-line to deliver immediate humanitarian assistance to displaced women and girls. Displaced women and girls are facing multiple human rights violations, including sexual and gender-based violence.

Under the direct supervision of the Operations Manager, the Programme Finance Analyst is responsible for providing support to CO management and programme teams on financial planning, monitoring, analysis and reporting in accordance with UN Women internal control framework, rules, regulations, policies and procedures for better business practices and controls as well as automation.

The Finance Analyst works in close collaboration with Programme and Operations colleagues, teams at the country level, Finance Units in Regional Office and HQ, as well as other partners for resolving complex finance-related issues and exchange of information and ensuring high performance and efficiency in programme finance management.

Duties and Responsibilities

  1. Provide support to management on financial planning and analysis in accordance with UN Women internal control framework, rules, regulations, policies and procedures
  • Provide support on planning, monitoring and reporting on all financial resources of the office;
  • Advise and inputs for budgets preparation within resource mobilization actions;
  • Coordinate tracking of expenditures from all sources, recommend and/or implement cost saving and reduction strategies; analyze and report on the budget approvals and the delivery status;
  • Coordinate the CO completion of their Month-end Instructions Checklist and Year-end Instructions Closure Checklist;
  • Review and/or verify financial transactions/activities, recording/reporting system and audit reports and advice on follow up actions;
  • Provide support in preparation to the internal and external audits, draft responses to inquiries and other findings related to financial management and advise on incorporation of recommendations in development in policies, procedures and practices;
  • Review financial business processes and provide inputs on adjustments; Contribute to the proper mechanisms to eliminate deficiencies in budget management;
  • Follow up on and/or consolidates performance indicators/success criteria, targets and milestones, preparation of financial reports.
  1. Ensure preparation and administration of management project budgets in accordance with UN Women rules, regulations, policies and procedures
  • Prepare budgets of management projects in line with the needs of the office and available resources;
  • Monitor the budget utilization and implementation, as per the work plan/spending projections, and ensure proper use of accounts and funding sources;
  • Review all contractual arrangements with suppliers of goods and services to ensure that the financial terms and conditions of all contracts are being adhered to by the suppliers of goods and services;
  • Report to Operations Manager any case of non-adherence for timely action and recommendations for actions/decisions, as necessary;
  • Respond to questions and provide analysis as requested to the RO/HQ.
  1. Provide support to programme unit on budget and finance management
  • Provide support to management on coordination of all financial resources of programmes/ projects through planning, guiding, monitoring and controlling of the resources;
  • Provide advanced technical support and inputs in the preparation of programme work plans/spending projections, budgets, and proposals on programme implementation arrangements;
  • Create and oversee projects in UN Women ERP and Quantum; prepare, verify and process budget revisions, revise project details and status; determine unutilized funds and the operational and financial management of projects from creation to closure;
  • Monitor the budget utilization and implementation, as per the work plan/spending projections and the signed agreement;
  • Advise on processing expenditures in accordance with the project document and project work plans;
  • Prepare advance payments and direct payments for programme implementation and record them in Atlas.
  • Provide assistance on project closure.
  1. Provide support in management of financial contributions in accordance with UN Women rules, regulations, policies and procedures
  • Verify budgets and financial commitments in draft donor agreements for compliance with UN Women rules;
  • Contribute to recording of contributions and applying financial resources;
  • Track and report contributions within the resource mobilization efforts, including pipeline, contracted and overdue and future milestones. Review contributions receivables and advise on proper recording and reporting in line with donor agreements and UN Women Financial Rules and Regulations;
  • Take necessary actions for timely preparation financial reports to governments and donors as required under the donor agreements and other cost-sharing arrangements;
  • Provide support for writing ad hoc financial donor and other reports as requested;
  • Review Implementing Partner advance procedures and test against UN Women policies to ensure compliance. Investigate and follow up on any anomalies for timely action and resolution, as necessary;
  1. Provide support to programme on management of partner agreements in accordance with UN Women rules, regulations, policies and procedures
  • Participate in the selection of partners relating to proposed project proposal review and capacity assessments; review partner’s budgets and advice on compliance with UN Women policies and donor requirements;
  • Provide advice on preparation of partner advances and liquidations documentation in line with UN Women policy; process the relevant transactions;
  • Provide support to project teams in the submission of partner actions in PGAMS (Partner Agreement Management System);
  • Provide training to partners on liquidation of advances and related reporting on liquidations;
  • Monitor timeliness of advance clearances and advice the management and project team on proper actions.
  1. Participate in knowledge management and capacity building
  • Provide oversight for programme personnel with financial responsibilities, provide guidance and training as necessary;
  • Provides technical guidance to projects/programmes and UN Women responsible parties on routine implementation, delivery of projects and reporting of programme supported activities and finances;
  • Capture, synthesize and/or codify lessons learned and best practices in financial management and services. Share knowledge in the CO, RO and across the organization;
  • Contribute to the design of learning tools, best practices and innovations in financial business operational practices and management.

Functional Competencies

Required Skills and Experience

Education and certification:

  • Master's degree (or equivalent) in Finance/Accounting. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of UN Women’s Accounting technical test.

Experience:

  • At least 1 year of experience in an accounting-specific role with in a large international organization preferably in the UN system is required.
  • Financial experience using web-based management systems and ERP financial system is required.
  • Experience in providing financial and budget support to programmes/projects is required.
  • Experience in working in a computer environment using multiple office software packages is required.
  • Experience in UN and specifically in UN Women is an advantage.

Language Requirements:

  • Fluency in English and Ukrainian is required
