UNEP, through its OzonAction Branch, is one of the four Implementing Agencies of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. This consultancy falls under UNEP OzonAction’s Compliance Assistance Programme (CAP) for the West Asia region, which provides policy and technical support to Article 5 countries to ensure compliance with the Montreal Protocol and support the phase-out of ozone-depleting substances (ODS) and the phase-down of hydrofluorocarbons (HFCs).
