- Background/familiarity with emergency is considered as an asset.
- Fluency in English, Russian and Uzbek. Knowledge of Pashto language is an asset.
Contract

PURPOSE OF THE JOB
Under the general supervision of the Emergency Specialist, provide professional technical assistance and support for country office field program implementation including local emergency preparedness and response and logistical support for Afghan Country Office based programs.
KEY END-RESULTS EXPECTED
- Situation Analysis/assessment prepared/regularly updated for timely provision of the most recent and accurate information to support emergency response, programme/project development, work planning, resource mobilization and advocacy for UNICEF program,me/humanitarian response at the field office level.
- Programme monitoring and results reporting system effectively maintained to support UNICEF’s program sections and implementing partners for keeping track of program implementation and results for children
- Effective knowledge management and information exchange system developed and deployed for strengthening of results-based programme management at the Field Office level.
- Commitment and institutional capacities of the national and local partners gained and established
- Timely procurement, shipping, warehousing, transshipment and other logistical support provided to Afghan Country Office
KEY ACCOUNTABILITIES and DUTIES & TASKS
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared,* *or contributory accountabilities* *for* *all or* *part* *of* *the following* areas *of major duties* *and* *key* *end results.
1. Situation Analysis and Programme Development/Planning
Provide professional technical assistance in undertaking assessments and preparation of the Situation Analysis for programme development and management by collecting and analyzing data and maintaining programme monitoring database. Provide support to all the programme sections in Tashkent for preparation, review and adjustment of annual workplans as part of the Termez field office team. Proposes adjustments/changes in work plans and program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices for supervisor.
2. Programme Monitoring
Work closely with the programme sections to maintain up-to-date database of humanitarian response activity tracker and humanitarian performance monitoring result table feeding into various donors reports and updates and periodic Situation Report (SitRep) of UNICEF. Undertakes field visits to monitor programme implementation and assess the quality standards of UNICEF programme/humanitarian response vis-à-vis the needs of children and women in humanitarian situations and otherwise. In the field, play lead role on data collection from the service points (nutrition, health, WASH, child protection, and education) through Key Informant Interviews (KII); verification of partners reporting; recording personal observations; and conducting Focus Group Discussion with the affected populations.
3. Knowledge Management for Programmes
Contribute to country programme by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases.
Participate in information exchange with partners as well as in the development of training and orientation material by providing professional technical assistance. Participate in the preparation of, and making professional contribution to, the preparation of programme reports required for the management.
4. Rights-Based and Results -Based Programme Management Approach
Support rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks. Collaborate with partners and assist in the strengthening of quality of child rights-based programmes consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Contribute to coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.
5. Local Capacity Building/Sustainability
Work closely with program sections to provide regional government authorities and NGOs with technical assistance and support in planning and organizing training programmes for the purpose of capacity building and programme sustainability.
6. Logistical Support to Afghanistan Country Office:
In close collaboration with the ACO and the UN Termez logistical base provide logistical support for procurement, warehousing, shipping and transshipment of emergency and program supplies destined for Afghanistan.
7. Partnership, Coordination and Collaboration.
Facilitate partnership and collaboration with national and regional organizations, including UN agencies working in Termez in order to improve the ability to monitor the situation of women and children, exchange information on programme/project status and implementation and movement/distribution of supplies.
