Background Information - Job-specific

UNICEF is the leading United Nations agency on child rights (www.unicef.org) and works in 190 countries around the world. UNICEF’s Global Strategy focuses on supporting child survival and development, basic education, child protection and policy advocacy, and WASH (Water, Sanitation and Hygiene). In countries affected by crises, UNICEF leads the humanitarian efforts to help children and women living in challenging circumstances and provides support to help them to survive and to maximise their development potential.

According to UNHCR, there are over 670,000 Syrian refugees registered in Jordan, 52% of whom are children. Around 20% of all registered Syrian refugees live in 4 refugee camps located close to the Syrian border: Zaatari, Azraq, King Abdullah and Emirati Jordanian Camps. UNICEF has been on the ground since the camps were established, leading the provision of WASH and Education services as well as being an active member of the protection and health and nutrition sectors.

Located 10 km east of Mafraq in the Governorate of Mafraq, Za’atari camp was established in July 2012 and is home to an estimated 80,000 Syrian refugees, including 45,000 children. The camp is divided into 12 districts and possesses a local vibrant market with over 3000 shops, in addition to key facilities and services such as hospitals, schools and electricity for part of the day. Close to 50 organizations- United Nations agencies, international and national Non-Governmental Organizations as well as private companies- operate in Zaatari camp under the coordination of the Syrian Refugee Affairs Directorate (SRAD) and the UN Refugee Agency (UNHCR).

Azraq camp opened in April 2014 as Za’atari reached its full capacity. Under the Governorate of Zarqa, the site, located 30 kilometres west of Azraq town and 90 kilometres from the Jordan-Syrian border is in hot desert terrain. With a size of 13.5 km2, Azraq camp was designed to host at least 55,000 refugees; however, there are currently an estimated 36,000 people, including 20,000 children, living in the four villages of Azraq camp.

The Emirati Jordanian Camp (EJC) also opened in 2014 and has been hosting around 7,000 Syrian refugees, half of whom children, under the management of the Emirati Red Crescent and the Syrian Refugee Affairs Directorate. Located in Ramtha, King Abdullah Park (KAP) has been hosting around 600 refugees, mostly Palestinian refugees from Syria, since the closure of Cyber City Camp.

Functional Responsibilities

KEY ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and the given organizational set-up, the incumbent may be accountable for all or assigned areas of the following major duties and end results.

  • Liaise with government officials at the camp level to facilitate the entry of UNICEF contractors and visitors to the camps.
  • Liaise and facilitate communication with relevant refugee committees and street leaders , and other relevant stakeholders at the camp level through attending community gatherings/information sessions and conducting focused group discussions when needed.
  • Liaise with UNICEF program sections at the camp level to facilitate and follow up on issues related to refugees accessing services.
  • Monitor and coordinate Incentive-based Volunteering (IBV) recruitments with relevant key partners and contractors including following up on and addressing all complaints.
  • Maintain and ensure Accountability to Affected Populations (AAP) mechanism is in place across all UNICEF camp-level interventions.
  • Support sections with ad-hoc UNICEF interventions.
  • Support on efforts in data collection in the field
  • Identify bottlenecks, urgent needs, specific actions relevant to UNICEF interventions and its implementing partner’s mandate.
  • Provide ad-hoc reports on specific issues or interventions when required.
  • Coordinate with UNICEF sections, relevant contractors, partners and organizations on UNICEF interventions and camp related issues.
  • Supervise and manage IBVs supporting in Education and Social protection interventions in King Abdullah Park Camp.
  • Liaise and facilitate communication with relevant camp partners in King Abdullah Park camp including SRAD, UNHCR and UNRWA.
  • Coordinate and facilitate social protection, education and youth services to support children in King Abdullah Park camp with relevant partners.
  • Any other related tasks as may be required or assigned by the supervisor

Education/Experience/Language requirements

  • Secondary school with six years of experience is required. Or Bachelor’s degree in Business Administration, Development , Social Sciences or other relevant disciplines with four years of experience.
  • Six years of relevant professional work experience in the area of programme operations and management.
  • Knowledge about the UN and NGO systems is an advantage.
  • Field work experience. Background/familiarity with Emergency.
  • Fluency in both English and Arabic is required.
