Organizational Setting

FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

Reporting Lines

The Field Security Specialist Under will work under the overall supervision of the FAO Representative in Afghanistan and the technical supervision of the RAP Regional Security Advisor (CSLS) and the Chief CSLS at Headquarters.

Technical Focus

The Field Security Specialist will enable FAO programmes and projects by contributing to the safety and security of all FAO personnel and assets in Afghanistan focusing primarily on supporting FAO teams in 8 country offices.

Tasks and responsibilities

• Apply and monitor the implementation of established Organization and applicable United Nations Security Management System (UNSMS) policies and procedures on Safety and Security Management; • Ensure FAO compliance with the UN System-wide Security Risk Management Measures (SRMM) and the Residential Security Measures (RSM); • Maintain close security coordination with UNDSS at the duty station, security focal points of other agencies and humanitarian partners, and ensure appropriate professional liaison of security matters with local authorities responsible for security; • Participate at the Security Cell meetings and the Security Management Team meetings, as required; • Ensure protection of FAO personnel, assets and facilities in accordance with provisions of the UN Security Management System by: strengthening the security arrangements at FAO facilities through appropriate security and contingency planning and, in close cooperation with UN Department of Safety and Security (UNDSS), coordinating 24/7 response to all security-related incidents involving FAO personnel and assets; • Provide all FAO personnel, particularly external missions, with security briefings, situation reports and other appropriate security-related information and training; • Ensure the implementation and personnel’s participation in the FAO Emergency Notification System; • Undertake missions to the program sites and assess prevailing local security conditions, identifying security trends and advise FAO personnel, project personnel and eligible family members on potential security issues and measures to reduce risk; • Directly supervise security equipment and personnel, including inventory, extended training and performance of security contractors, guards and security escorts personnel, if applicable; • Plan and coordinate the mandatory safety and security drills in FAO premises at the duty station; • Support the deployment and utilization of operational emergency communications systems, including its installation, operation and maintenance; • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in security and risk management, social/political science, military science, public administration, law enforcement, law or related area; • Five years of relevant experience in security risk management or safety and security service in a national security and/or military setting; • Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO official languages (French, Spanish, Arabic, Chinese, Russian). For PSA, working knowledge (level C) of English.

Technical/Functional Skills

• Extent and relevance of experience in risk management, safety and security services; • Extent and relevance of international experience, preferably in UN peacekeeping and/or in the UN security management system, would be an asset; • Extent and relevance of experience in the formulation, implementation and monitoring of safety and security policies; • Work experience in more than one location or area of work, particularly in field positions is desirable; • Extent and relevance of experience in risk areas is desirable.
