Org. Setting and Reporting UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1948), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the United Nations Truce Supervision Organization (UNTSO) in Jerusalem. The Filed Security Officer at the P-3 level reports to the Chief Security Officer on all security operations coordination, administration, and operational support.

Responsibilities Within delegated authority, the Field Security Officer will be responsible for the following duties:

•Prepares draft UNTSO internal security arrangements and protocols derived from the UNDSS area security plan for the designated area including all aspects related to elaboration, development, implementation .. •Maintains continuing lines of communication with security focal points and all other agencies involved in peacekeeping and other missions to ensure maximum security coordination. •Serves as a member of the Security Cell contributing to implementation and evaluation of the effectiveness of the area security plan. •Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel and dependents on potential security problems, such as mines, kidnapping, armed attacks, arrest and detention. •Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and accessible roads. •Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary in coordination with UNTSO’s Fire Marshall. •Maintains office security by providing oversight to physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control. •Provides advice and training to staff and dependents on residential security measures such as window guards, alarm systems, smoke detectors and locks to minimize burglar intrusions to improve safety •Maintains dialog with host government authorities and International Non-Governmental Organizations (NGOs) such as Red Cross/Red Crescent in the event of crisis and to promote information sharing. •Ensures availability of emergency communications equipment ( i,e. VHF Radios) by oversight of periodic checks to determine functionality ; and need for necessary repairs or adjustments. - Provide Investigative oversight of accidents involving UN vehicles in coordination with Special Investigation Unit. - Provide Investigative oversight of security-related incidents involving UN staff members, project personnel or eligible dependents. •Assumes oversight for guard force management in support of the Guard Force Supervisor - Required to work in night shifts and contribute to the 24/7 operations when necessary. •Provides oversight of Security Risk Management (PSRA/SRM) for all Senior UN Officials visits and coordinate protection details for senior officials as necessary in close coordination with UNTSO’s Personal Protection Coordinator. - Oversees security training in such subjects as the security management system, individual responsibilities, Residential Security Measures, wardens and personal security awareness in coordination with UNTSO Security Training Coordinator. •Performs other duties as assigned by the Chief Security Officer Functions as the Deputy Chief Security Officer (DCSO) and acts as CSO a.i. in the absence of the CSO.

Education - An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management is required.

  • A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree is required;

  • A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management is required.

    Job - Specific Qualification Security Certification Programme and/or Security Analysis Process and Practice (SAPP) is desirable.

    Work Experience A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required.

    Five years of progressive experience in security operations management or control, within a military, police or security organization is required.

    Two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required.

    One year experience and exposure at the international level is required.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
