Organizational Setting

In the Central Dry Zone (CDZ) of Myanmar, nearly 25 percent of the population is below the national poverty line and about 50 percent are landless. The lack of livelihoods in this region is the key driver of poverty and has led to high incidence of malnutrition and food insecurity. To assist the project stakeholders and target communities to develop sustainable solutions to mitigate the situation in the CDZ, FAO is delivering technical assistance as part of the Global Agriculture and Food Security Programme (GAFSP). The technical assistance is focused on (i) Good Agricultural Practices, (ii) Household Nutrition Promotion, (iii) Monitoring and Evaluation, and (iv) Off-Farm Employment. The theory of change of the project is based on the fundamental premise that a market-driven approach is needed to help smallholder farmers sustainably increase their income and improve their livelihoods, food security and nutrition). The project is implemented with a wide range of stakeholders and partners in fourteen 14 townships of the three central dry zone (CDZ) regions (Mandalay, Magway and Sagaing). To this end, FAOMM is seeking a field based project Field Operations Assistant to facilitate the project team and country office in establishing and strengthening strong relationship with the project stakeholders including target communities and service providers, collaborators and implementing partners at target villages, township and regions level for ensuring smooth implementation of the project, safety and security of project personnel and facilitate timely communication as well as overall cooperation.

Reporting Lines

Under the overall managerial and administrative leadership of the FAO Representative (FAOR) in Myanmar/ Budget holder and the direct supervision of the Senior Agronomist/Team Leader & Assistant FAOR (Programme), the Field Operations Assistant will closely work with National Project Coordinator and Project Assistant.

Tasks and responsibilities

The incumbent will carry out the following tasks in line with security policies, administrative instructions, plans and procedures of the UN Security Management System and those of FAO. • Liaise with the representatives of different stakeholders and other project support services organizations/individuals to provide necessary information about the project activities and share their feedback with the project team for necessary/required actions and adjustments; • Collect, analyse, and share information including changes in implementation and community context to support an in-depth understanding of the areas of interventions; • At the request of the project team, negotiate and facilitate access to the field and prepare full report of field situation dynamics for sharing with the project team with suggestions/ recommendations to overcome challenges; • Report to the line supervisor, the progress of on-going procedures and alerts in case of significant changes/modifications in the local government rules and legislation which may have an impact (positive/negative) on the project operations; • Assists in key communications with project stakeholders and implementing partners, particularly for ensuring and building a strong basis for mutual accountability and transparency; • Liaise, coordinate and participate in the field project activities, and facilitate project planned events such as capacity building and consultative workshops, coordination meetings and communities mass meetings, special community mobilization and sensitization meetings/sessions; • Attends relevant coordination, consultative meetings, field visits and maintain excellent contact with implementing partners and stakeholders, in the three project regions, and equip with knowledge of relevant field related issues impacting the project; • Facilitate the project team, field missions and service providers in project monitoring, conducting surveys, data/information collection, needs and resource assessments when needed; • Assists in routine monitoring of project progress, activity, results, and implementation process against planning to ensure that the project is implemented effectively and efficiently and adjusted as needed to reflect changes as per the changing project context; • Assists in preparing a detailed and continuously updated stakeholder analysis and risk analysis, planning and minimization matrix for effective project operations; • Assist in establishing relations with new counters parts, key project stakeholders including civil society, media channels, private sectors and development partners for effective participation and smooth and sustainable implementation of the project; • Carry out any other duty/function assigned by the supervisor;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Graduate Degree or post graduate holder from a recognized and well reputed university • At least seven years’ experience as coordinator/field liaison officer/assistant or field operation officer with UN agencies, INGOs and government • Experience of the project target regions with FAO or other UN agencies, INGOs and government will be preferred and considered an asset • Proven capacity and experience in working with community level, national and sub-national levels • Good English language and computer skills (Word, Excel, email, PowerPoint) • National of Myanmar
