Purpose of the Post:

In the context of the WHO Transformation Agenda the incumbent will provide overall coordination and supervision of WHO support to the Ministry of Health through the Subnational Teams(state and County), to ensure efficient and effective implementation of Country office activities as well as ensuring visibility of the technical and operational leadership role of WHO. In addition, the incumbent will provide technical assistance on integrated, people centred and equitable health service delivery focusing on Supporting health care workforce development and as part of the programme of work of the WHO Country Office and its efforts to strengthen health systems.

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

The mission of WHO’s EPR Emergencies Programme is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

Under the overall guidance of the WHO Representative, direct supervision of the WHE Lead and working in close collaboration with the Regional Office team on health systems development and the health Emergencies, the incumbent will be working with national authorities and other relevant stakeholders.

The incumbent will have the following assigned responsibilities/duties:

  1. Coordinate WHOs Subnational teams through regular supervision and direct support to the State Coordinators, support the development and implementation of work plans, budgets, as well as ensuring sound financial and human resources management for WHO subnational work.
  2. Manage operational planning and implementation of WHO's incident management system at the state hub level; coordinate the technical, normative, and operational inputs, in cooperation with state team members, ensuring fulfilment of WHO core functions.
  3. Participate and contribute in the Senior Management Team to develop and implement the overall direction and operation of WHO South Sudan Country Office
  4. Ensure performance management and staff development for State Coordinators and in extensions for all state teams.
  5. Compile and consolidate all weekly/monthly/Quarterly reports, plans and budgets from the field offices and make recommendations for actions to the Senior Management Team and WHO Representative
  6. Work closely with operations, administration and support services, and resource mobilization to develop and manage budgets, support resource mobilization, compliance and accountability.
  7. Work with the communications team to increase the internal and external recognition of WHOs work at sub-national level.
  8. Inform, and monitor strategic decision making, planning and implementation through the health cluster response in support of national and local health authorities’ identified priorities.
  9. Support the systematic and regular identification and monitoring of health risks and needs and the planning and implementation of the most effective prevention, control and response measures. This includes the dissemination of risk communication messages, the strengthening of early warning and surveillance systems, the delivery of quality health services and the undertaking of operational and scientific research to improve interventions as needed in response to affected populations, at the State level.
  10. Liaise and coordinate with the Technical Clusters at the Country office to ensure that all WHO activities at the subnational Level is aligned to national strategies and priorities and are informed by WHO standards.
  11. Provide the WHO country office with briefings, situation reports and event management information; to enable the overall continuous monitoring and planning process would feed into whose communication and advocacy products, situation reports, etc. Bring issues and concerns to the attention of Management with a recommended course-of-action.
  12. Conduct regular and frequent coordination meetings with all State Hubs and other sectors’ partners, convene internal meetings to monitor and evaluate programme implementation, district work plans, facilitation of resource mobilization, prioritization, accountability of all stakeholders and effective decision-making.
  13. Provide technical assistance on integrated, people centred and equitable health service delivery including close engagement with different stakeholders and key country partners;
  14. Provide technical advice on policy development, planning, implementation and evaluation in the field of integrated, people centred and equitable health service delivery, with a view of improving the availability, accessibility, acceptability and quality, particularly for the poor and vulnerable;
  15. Provide technical guidance for strengthening comprehensive/system wide approaches to quality improvement in health service delivery, including infection prevention and control and waste management.
  16. Perform other tasks as assigned by supervisor.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post):

  • Demonstrated expertise in the organization, management and delivery of health services, including integrated models of health care, people centred and equitable health services, and the development of services to facilitate the empowerment of people and the community.
  • Demonstrated expertise in strategic thinking, political and stakeholder analysis, community participation, negotiation methods, leadership and development demonstrated experience in inter-sectoral collaboration and ability to work with other agencies and development partners in middle and or low-income country settings-
  • Demonstrated professional writing and oral skills including the development of high-quality reports, oral presentations, and technical/persuasive documents for consideration at the highest level of the organization.

Education (Qualifications):

Essential: An advanced University degree (Masters level or above) in Public Health, Management or Public Administration or related field from accredited/recognized Institute.

Desirable: Post Graduate degree in Epidemiology.

Experience:

Essential: At least seven (7) years' relevant experience, at the national and international levels, in Coordination and management of teams in a complex emergency setting, planning and implementing of emergency incident management and response programs.

Desirable: Relevant work experience with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental or humanitarian organizations. Additional training in health service management; licensing and accreditation of health services/facilities; quality improvement initiatives. Demonstrated experience working with subnational health authorities (State, or County) at the country level.

Languages:

Essential: Excellent knowledge of the English.

Desirable: Knowledge of French or other UN language. Working knowledge of local languages.

Other Skills (e.g. IT):

Proficiency in all MSOffice software applications, spreadsheets and Working knowledge of data analysis packages.
