NRC in Ukraine
The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. The rapid change of situation in February 2022 during which the whole of Ukraine became affected by the conflict required a significant scale-up of emergency programmes. Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.
Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). Following the February 2022 invasion, NRC has implemented a temporary relocation of NRC’s staff and operations to Central and Western Ukraine. NRC will continue to support populations in the East through our office in Dnipro with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established area offices in Lviv and Ternopil, with the country office based in Kyiv. Additionally, NRC is looking to establish additional field offices in the north and east of the country. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response is focusing on the provision of shelter assistance, ICLA, livelihoods and food security, WASH, and protection assistance.

Purpose of the role
This position is part of the East Area Office. The East Area Office is based in Dnipro, with a Sub-Area Office (Field Office) in Kharkiv. The purpose of the Field Office Coordinator is to supervise all activities in the Kharkiv Field Office. This includes coordinating program and support (Finance, Logistics, HR, Admin, ICT) functions in Kharkiv. The Field Coordinator is the main focal person for NRC in the Kharkiv Field Office and is responsible to ensure implementation of projects activities, with a high level of compliance. This position works closely with the Area Manager in Dnipro, and is responsible for managing a team.
What you will do
- Ensure the smooth running of the Kharkiv Field Office
- Manage Support staff at field office level (this can include Finance, HR/Admin, Logistics)
- Manage day to day HR & Admin, finance, logistics and security tasks of the field office
- Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
- Ensure adherence to Security and Risk Management policy and procedures
- Coordinate and assist with budgets and costs for the Field Office’s shared costs and support functions
- Provide support in the training and development of staff
- Provide support to project implementation at field office level
- Coordinate representation meetings with the UN, partners and authorities
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specifically you will;
- Under the direct supervision of the Area Manager (AM), oversee the setup of the NRC field office in Kharkiv
- In close coordination with Dnipro-based coordinators (Finance, Logistics and HR), ensure that NRC Finance, Logistics, HR and Security procedures, rules and regulations are adequately and timely implemented in the NRC field office in Kharkiv
- Facilitate effective integration between support departments and regular coordination between support departments and programme teams at Kharkiv level
- Organize and facilitate regular team meetings in the field office
- Under the close supervision of the Area Manager, represent NRC externally in Kharkiv and liaise with local authorities (oblast civil-military administration, hromada administrations, etc.), UN agencies, other NGOs and support the teams in day-to-day access negotiation as per needs
- In coordination with the HSS Coordinator, monitor the security situation in the Kharkiv area and make sure that security protocols are applied and respected.
- Day-to-day approval of annual/sick/compassionate leave requested by staff in the field office and monitoring of daily attendance
Attend to any other tasks that will be assigned by the AM.
