In response to the large number of Syrian refugees, WFP works to support approximately 700,000 people with regular food assistance using its e-card systems. Program implementation is supported by substantial analytical research, including annual vulnerability assessments of Syrian refugees, market and financial assessments, targeting and validation exercises, and monitoring and evaluation Emergency Social Safety Net (ESSN) Background information:

The impending economic crisis is having far-reaching and disastrous consequences on households’ economic well-being in Lebanon. There are estimates that a sizeable contraction of the Lebanese GDP in real terms in 2020-21 with US$ GDP/ capita falling by around 40 percent. The social impact of the crisis, which is already dire, could rapidly become catastrophic; more than half of the population is likely below the national poverty line and at least 22% are in extreme (food) poverty. In this context, the government, and other stakeholders, among which is WFP, are developing the ESSN project which will provide cash transfers to extreme poor and vulnerable Lebanese populations affected by the economic and COVID-19 crises. The ESSN aims to build a sustainable national social safety net (SSN) system in Lebanon. The ESSN will scale-up and enhance the Government of Lebanon’s (GOL) National Poverty Targeting Program (NPTP), which is the GOL’s main social assistance program that provides benefits to poor and vulnerable Lebanese households including e-card food vouchers, and education and health benefits.

Within the delegated authority and under the supervision of Programme Associate (PA) or his/her designated mandated representative(s), the UNV Field Monitoring Assistant will:

• Support the Social Protection Unit (SPU) in the overall implementation of the ESSN, specifically the verification and Post Distribution Monitoring (PDM) components of the project. • Support the PA in overseeing the data collection process for the ESSN verification and Post Distribution Monitoring (PDM) by third-party firms. • Support the establishment of a functional verification system for the ESSN through the development of appropriate and clear Standard Operating Procedures (SOPs) and communication mechanisms to strengthen the implementation of the ESSN and ensure high quality standards of the verification process. • Support the implementation of capacity building activities and training programmes for the Government’s partners at the regional level involved in the implementation of the ESSN verification and Post Distribution Monitoring (PDM). • Assist the PA in coordinating with WFP cooperating partners, other local and international NGOs, municipalities, and local authorities on all aspects related to the implementation of the ESSN project. • Support the delivery of timely and accurate corporate and donor reports related to the ESSN project and activities. • Draft reports and other notes for the record to document the implementation of project’s activities. • Perform other related duties as required or assigned by the supervisor.

the field of data collection / analysis and at least one (1) year of experience in the humanitarian field including in development programming, humanitarian assistance, programme administration, social protection, livelihoods, or other related fields is preferable. • Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French is an advantage. • Experience in partnership management or grant proposal and budget review. • Ability to facilitate discussions and coordinate tasks with multiple technical teams. • Experience in working with governmental entities in Lebanon is desired • Agility and stamina to work in a fast-paced working environment. • Ability to maintain regular, well organized and accurate records. • Proficient computer knowledge and usage of MS software package, internet search and mapping software. • Advanced knowledge in MS Excel. • Effective communication skills for diverse audience of different ethnic groups and economic levels, and interagency partners. • Work experience with NGO or UN is a plus.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Qobayat. The UN Volunteer is expected to travel within the service areas of the respective location. National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.
