Organizational context

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to end global hunger. Nearly 40 percent of Cameroon's population still live below the poverty line and human development indicators remain low. Classified as lower-middle-income, the country ranks 153 out of 188 according to the 2015 Human Development Index. The 2015 Global Hunger Index (GHI) ranks Cameroon 68 out of 104 with a score of 24.2, placing it in the “serious” severity level of hunger. To help Cameroon achieve zero hunger, WFP works with the Government to establish long-term interventions to improve the resilience of vulnerable communities in Far North, North, Adamaoua and East regions. Forty (40) percent of Cameroon’s 23.7 million people live below the poverty line and human development indicators remain low. Poverty has a strong regional dimension concentrated in North, Far North, Adamaoua and East Regions.

In order to successfully implement the CSP in the Adamaoua region, several activities are implemented since 2018. Among these is to perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages. WFP Cameroon is looking for a person who is enthusiastic their skills, knowledge, and expertise in relation to these monitoring activities in the Field office and Country Office in the implementation phase of the WFP Cameroon Country Strategic Plan (CSP) 2018-2021.

Key Responsibilities (not all inclusive, nor exhaustive):

At this position, you will:

Assist with conducting and/or managing monitoring efforts and evaluations that are impartial, independent, credible and meet professional standards.
Monitor the food security and nutrition situation in the Adamaoua region, particularly in Meiganga and analysis of key indicators & trends influencing food security and nutritional vulnerability in the region;
Follow up the activities, analyse and evaluate food security and nutrition activities in Meiganga;
Assist in qualitative assessments in communities and among households to assess effectiveness of interventions and impact;
Assist in the planning, preparation and data collection process of various monitoring and evaluation exercises;
Provide scheduling and logistical support for individual evaluations and evaluation or monitoring field visits;
Work closely with WFP cooperating partners and other key stakeholders to ensure joint delivery of an essential package of complementary services, at scale, targeting the most vulnerable populations;
Contribute to the promotion of monitoring and evaluation frameworks and reports that are useful and ensure that evaluation findings and recommendations are followed up.
Participate in and contribute to the finalization of monitoring and evaluation frameworks;
Contribute to the development of specific and appropriate monitoring and evaluation tools and processes;
Contribute to the appropriate presentation of monitoring and evaluation results for dissemination;
Participate in meetings, workshops and other discussion fora to discuss the importance and usefulness of monitoring and evaluation results;
Develop and provide regular update quarterly action plan of food security and nutrition activities with cooperating partners through monthly meetings;
Contribute to the promotion of monitoring and evaluation functions, principles and a utilization focus within the organization.
Review monitoring data, progress reports and evaluations based on identified policies and checklists for quality control purposes;
Assist in the development and provision of training on evaluation, self-evaluation, monitoring and results-based management within the Program and Field Monitoring Units;
Produce quality reports of project activities for both internal and external circulation diffusion;
Ensure good coordination and representation towards cooperating partners and other relevant nutrition partners;
Document on best practices & lessons learned, producing analysis and briefing/ discussion papers;
Report periodically to the programme coordinator or direct supervisor on all mission conducted on the field and all relevant events regarding food management, distribution and other related issues.

Qualifications and Key Requirements

Education: Bachelor’s Degree in Agriculture, Agricultural economics, Economics, Rural development, Food security, Project management, Nutrition, Development economics or International development, Law or Sociology will be an asset.

Experience: Minimum 3 years of relevant professional experience in collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.

Knowledge: Agricultural economics, Nutrition & Food security, Cash based Transfer (CBT).

Skills: Experience with using Excel, Word, PowerPoint, Access and common commercial accounting packages would be an advantage.

Language: Fluency in both oral and written communication in French or English. Good working knowledge of the other language.
