Job Description

BACKGROUND:

SCOPE OF WORK: The Field Manager serves as the in-charge focal point of the IRC Field Office. The primary responsibility is to coordinate efficient operational and program support in the field office and to represent the IRC to other key stakeholders, including government entities.

RELATIONSHIPS: The Field Manager reports to the Deputy Director for Operations in Ukraine and works cooperatively and collaboratively with other Field managers.

RESPONSIBILITIES: The Field Manager shall:

Security:

· Support and supervise Safety and Security Officer to monitor the security situation in his area of influence and surrounding areas while coordinating with other field managers in on all security issues. Keep DDO in Ukraine and staff informed of developments with implications for staff safety and for program implementation;

· Ensure weekly security reports are sent to the DDO;

· Ensure all field-based staff are aware of and comply with IRC security procedures and protocols, including standard precautions when traveling;

· Ensure all new staff and visitors to his area of influence an appropriate security briefing upon arrival;

· Attend security briefing and coordination meetings;

· Actively participate in the revision of the IRC Ukraine Security Management Plan.

Logistics:

· Work with Ukraine Supply Chain to ensure smooth logistical support by field logistics staff, including procurement, stock and asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);

· Ensure all field-based staff are aware of and are working in compliance with relevant IRC and donor logistics policies;

Staff Management:

· Plan and coordinate the recruitment of field office operations support staff;

· Manage field site staff including setting goals and objectives and monitoring performance against targets; conduct performance evaluations; and take corrective action as and when required; provide oversight of program staff and contribute to their performance evaluation;

· Identify opportunities and activities for staff development including training, coaching, mentoring and on-the-job support;

· Make recommendations to the DDO on contract extensions, promotions and disciplinary and grievance matters;

· Promote team work and communication between and among all staff;

· Ensure all field-based staff are aware of and in compliance with IRC policies including the IRC Way standard for conduct and accountability.

Finance and Budget Monitoring:

· Oversee all budget expenditures in area of operation and ensure they are allowable and allocable according to IRC and donor regulations;

· Review Monthly Budget vs. Actuals reports and Budget Expenditure Plans with program staff and ensure that appropriate action is taken;

· Inform senior management of changing budget needs, and participate in budget development and revision processes.

Coordination / External Representation: -

· Diplomatically represent the IRC to local government authorities, UN agencies, international organizations, NGOs, donors and others;

· Coordinate IRC programs with refugee and host community stakeholders;

· Coordinate all field operational support.

Reporting: -

· Review and consolidate weekly and monthly reports from programs and operations;

· Review cashbooks on a twice monthly basis before sending to Ukraine CO;

· Submit timely and accurate weekly and monthly reports to the appropriate offices in the area of intervention, while copying the DDO.

Systems Compliance and Improvement: -

· Adhere to and enforce all IRC global and Ukraine-specific policies and procedures.

· Perform other relevant duties as assigned. NOTE: The role of Field Manager cannot be limited to the specific duties and tasks detailed herein. The success of the IRC’s humanitarian mission is the highest priority and all issues which arise must be addressed accordingly. Therefore, the Field Manager will be required to manage unforeseen events.

REQUIREMENTS

Education & knowledge

· Degree in public administration, international relations or related field, advanced degree preferred.

· Knowledge of basic humanitarian principles and standards.

· Understanding of operations (logistics, administration, human resources, IT)

Experience

· Minimum 3 years experience with an international NGO in a similar position

Skills & abilities

· Strong organizational skills, ability to prioritize, coordinate and manage a range of responsibilities: programs, logistics, security, finance and operations.

· Demonstrated ability to handle sensitive situations diplomatically.

· Excellent written and oral communication skills. Strong interpersonal skills. Fluency in spoken and written English; Ukrainian and Russian (for positions in Ukraine). In Poland knowledge of Polish and English knowledge of Ukrainian or Russian is a plus. In Moldova English and Romanian knowledge of Ukrainian or Russian is a plus.

· Familiarity with IRC and donors (US government, European, UN) policies and regulations

· Excellent computer skills: MS Word, Excel, Power point, Outlook.

· Ability to multitask, ability to handle pressure well, ability to improvise, flexibility.

· Willingness to travel and live in very remote areas under adverse conditions

· Self-motivated, honest, highly responsible, and punctual.

· Ability to work both independently and as part of a team.

· Flexibility, adaptability, cultural sensitivity, sense of humor.
