OBJECTIVES OF THE PROGRAMME

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW13 calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations. WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.The WHO Country Office supports the Member State to shape its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the GPW13 and particularly BCA with the Member States and its corresponding country work plan. WHO helps the country to improve its health system, facilitates policy dialogue and provides technical support as necessary. The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact.With the overall aim to support progress towards Universal Health Coverage and enable health system strengthening, as well policies in place to ensure availability of and access to services for all, WHO supports Government of Ukraine within the framework of the BCA (Biennial Collaborative Agreement). The incumbent, guided by BCA and Health 2020 framework adopted by the Regional Committee, will support WHO emergency program, health cluster and health systems team of WHO Country Office`s in Ukraine in implementation of its core and project related activities, with focus on health sector of Donetsk Oblast Government Controlled Areas of Ukraine.

DESCRIPTION OF DUTIES

  • To support the effective implementation of WHO activities related to strengthening the health financing and service delivery functions of the health system in conflict affected areas.
  • To support WHE Lead in to coordinating and monitoring emergency health relief efforts under the Aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency.
  • To support in implementing WHO's role in leading the Health Cluster and Regional coordination mechanisms in Donetsk Oblast, including Regional health authorities, international organizations, NGOs and civil society.
  • To support the Advisor on health policy in coordinating the health system strengthening activities in Donetsk Oblast.
  • To collect information, analyse, prepare and contribute in a regular and timely manner to various types of materials, reports and situation analyses related to health financing, health system and coordination needs in the GCA.
  • To support local authorities, providers and development partners in localizing, developing, implementing and evaluating national strategies and policies on improving health system performance and access to quality care.
  • As required, to support the Advisor on health policy and other technical staff during missions to Donetsk Oblast by organizing meetings with Governor services, Oblast health department, Municipal health departments, head doctors of hospitals, field hospitals supported by partners as well as in communications with partners and beneficiaries.
  • In coordination with the Field office contribute to revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.
  • To support the project(s) implementation team and the other staff in the country office and field office in their development and back them up when needed, to ensure a smooth and efficient implementation of BCA.
  • To support the Field Coordinator during coordination meetings with all relevant partners and in discussions on how to improve operations to best support health services deliveries.
  • To perform other duties assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in Medicine, Public Health, Public Administration, Business Administration, or another field of studies relevant to the position. Desirable: University degree (Master's level) in any of the above areas.

Experience

Essential: At least two years' experience in areas of health system strengthening, at local, national or international level. Desirable: Experience in working with or at local authorities or in local public healthcare providers. Experience of working with WHO, the UN System, a governmental or non-governmental organization, international organizations is an asset.

Skills

Understanding of health system reform process in Ukraine. Sound analytical and evaluation skills, complemented by a good knowledge or understanding of the healthcare sector in Ukraine. Working knowledge of health system arrangement at local level. Excellent communication and interpersonal skills and ability to work under pressure; tact, discretion and diplomacy. Ability to write in a clear and concise summary, policy paper to convey written information in an effective manner.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
