Purpose of the Post:

To provide overall public health leadership, convene and promote partnership with all relevant health stakeholders including presiding over the overall delivery of quality health services that are comprehensive, integrated, people centred and equitable focusing on supporting health care workforce development, essential health service strengthening, emergency preparedness, response and recovery and promoting overall health system strengthening and resilience as part of the programme of work of the WHO Country Office in support of national public health priorities for a healthy and productive populace.

Objectives of the Programme and of the immediate unit or field activity.

The WHO Country Office collaborates with the Government and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS) to provide technical assistance to the government in the formulation of national health policies, strategies and plans and the development of guidelines and tools for implementation, monitoring and evaluation of interventions for improving access, quality, equity and affordability of integrated and people centered health services.

Summary of Assigned Duties

Under the overall guidance of the WHO Representative, direct supervision of the EPR Team Lead and working in close collaboration with the Regional Office team on health emergencies and the health system team in the country office, the incumbent will be working with national authorities and other relevant stakeholders.

The incumbent will have the following assigned responsibilities/duties:

  1. Execute the WHO mandate as a public health leader, convener, promote evidence-based health strategies, and conduct monitoring, supervision, monitoring, and evaluation to ensure adherence to recommended standards and inform strategic and operational health planning.
  2. Uphold the basic principles of emergency management and fulfil WHO’s core commitments in health emergencies and as a health cluster lead in humanitarian response.
  3. Support the effective implementation of WHO priority programs through effective team management, definition of individual roles and reporting lines, undertaking performance management and appraisal of team members, effective planning, and management of resources, and fulfilling project reporting requirements (technical and financial) and timelines.
  4. Provide technical assistance on integrated, people centred and equitable health service delivery including close engagement with different stakeholders and key country partners.
  5. Identify and target health inequities; including vulnerable groups to ensure equitable access to quality health services aligned to the basic package for nutrition and health.
  6. Support programmes and plans in response to the health emergency in coordination with the EPR Team Lead.
  7. Manage and oversee the planning, implementation assessment and reporting of the technical activities pertaining to health systems strengthening, disease control, emergency management, and improving health by implementing interventions that target determinants of health.
  8. Support the development strengthening, and consolidation the national health information system to assist in the decision-making processes; provide information on the health situation, status and trends pertaining to the effective and efficient management of health
  9. Cooperate with internal team members, national authorities, international cooperation agencies, inter-governmental and non-governmental organizations, donors, and other relevant stakeholders, in order to develop alliances and networks that promote access to quality primary care services for the affected populations.

  • Overall leadership, technical and operational coordination, and management to ensure optimal functioning of the WHO state offices for effective and timely delivery of the WHO mandate

  • Demonstrated expertise in strategic thinking, political and stakeholder analysis, community participation, negotiation methods, leadership and Development-Demonstrated experience in inter-sectoral collaboration and ability to work with other agencies and development partners in middle and or low-income country settings-
  • Demonstrated professional writing and oral skills including the development of high-quality reports, oral presentations, and technical/persuasive documents for consideration at the highest level of the organization.

Education (Qualifications):

Essential: Master’s degree in a health-related field; medicine, public health. Epidemiology, health services management or a health services related field, from a recognized university.

Desirable: Additional training in Leadership, Program management, Humanitarian and emergency management, health systems/ health economics, or primary healthcare from recognized academic institution

Experience:

Essential: At least seven (7) years of progressively responsible professional experience in providing overall policy, strategic, and professional guidance towards universal health coverage through primary health care, health systems strengthening or emergency preparedness, response and recovery in collaboration with stakeholders and Government at national or sub-national level. Within this experience, demonstrated professional experience working at the country level providing technical advice and services to national counterparts, Ministry of Health, and other external partners on primary health care, health systems strengthening, and emergency management. Experience managing and appraising diverse teams.

Desirable: Experience of working with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental or humanitarian organizations in primary health care, health systems strengthening, and emergency management.

Languages:

Essential: Excellent knowledge of English.

Desirable: Knowledge of French or another UN language.

Working knowledge of Arabic and other local languages.

Other Skills (e.g., IT):

  • Proficiency in all MS Office software applications, spreadsheets and Working knowledge of data analysis packages.
