The UN Volunteer will be assigned to the Jerusalem office of UNDP’s Programme of Assistance to the Palestinian People (PAPP). PAPP was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian People. UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. The UNV is assigned to the Investment Programme for Resilience (IPR). This Project is a comprehensive, inclusive and integrated response to the needs of the most vulnerable/marginalized communities in Palestine. It is designed based on a sound analysis of the risks and problems posed by the COVID-19 crisis and its immediate implications. It is also based on the analysis of previously existing multisector development challenges. Outcome 1 of IPR focuses on addressing short term-immediate needs by enhancing the preparedness and response capacity of the health system through (1) provision of medical equipment and supplies, (2) deployment of health personnel and workers in the West Bank, East Jerusalem, and Gaza, and (3) procurement and placement of medical waste treatment systems in health centers. Outcome 2 of IPR seeks to address community needs through investments in community infrastructure and basic services within a strategic approach in reducing disparities, strengthening social cohesion, and enhancing community engagement and ownership (particularly women, youth, and people with disabilities), and also contribute to creating short-term employment opportunities through construction/rehabilitation works and long-term sustainable jobs for the operation and management of the new services provided.

Within the delegated authority and under the direct supervision of the Programme Analyst in the West Bank or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks, with indicative timeframe for each task:

  1. Support monitoring, reporting and quality assurance efforts for the health component of IPR (15%)

• Support the Ministry of Health (MoH) in preparing the monthly monitoring sheet for the deployment of health workers; • Review/verify documents related to medical equipment and supplies as per the guidance received by MoH before submitting to the IPR Project Manager; • Organize and conduct field visits to the health facilities when needed; • Monitor quality of services in compliance with WHO good storage and distribution practices and international standards • Support the handover of medical equipment to MOH and facilitate communications for the medical waste component of IPR. • Contribute to the drafting of the semi-annual progress report

  1. Support the development of the Management Information System (MIS) (10%) • Act as a focal point for the MIS system • During the development phase: ensure quality data collection, provide support to the GIS engineers responsible for the MIS development, coordinate with the project team • During the implementation phase: coordinate the regular reporting and data collection of the colleagues, verify the data reported on the system and inform the Project Manager of the progress

  2. Accompany the implementation of social cohesion activities in the West Bank and East Jerusalem (50%) • Provide support to the implementing partners in the development of resilience plans that contribute to strengthening the community’s social cohesion, in close coordination with the IPR Community Mobilizer. • Accompany the implementing partners in the development of environmental initiatives as part of the resilience plans, in close coordination with the IPR Community Mobilizer • Ensure the involvement of the community at all stages of project implementation, in close collaboration with the implementing partner and the IPR Community Mobilizer • Organize and conduct field visits on a regular basis to the targeted communities to monitor progress and support adjustments in the design of the social cohesion interventions.

  3. Support the knowledge management and resilience research efforts (15%) • Support the development of knowledge management products based on primary data collection through internal surveys and based on knowledge gained through the implementation; • Gather lessons learned and best practices and share them internally at UNDP/PAPP, in coordination with the Project Manager; • Provide input on the resilience impact measurement research, including conducting some desk review and literature review on resilience •

  4. Contribute to the roll out of the project’s communication and visibility plan (10%) • Support the project’s media, communication and visibility related activities (drafting of short stories, media briefs, press releases, …etc.) • Collect relevant information about the targeted beneficiaries, including details that will enable UNDP and its partners to promote the programme • Support the organization of field visits for donor representatives, UNDP visitors and government officials; • Perform other related duties, as required by the functional supervisor.

Required Experience: 3 years in the field of project coordination and community mobilization

Qualifications, skills, experience

• Masters degree in social sciences, development studies, public health, politics, economics or a related field with minimum 3 years of relevant experience; • Complementary qualifications in public health, project management or any development-related field of study an asset; • Experience working in an international setting or developing countries an asset; • Knowledge of UNDP is desirable; • Experience working with marginalized communities on community planning and social cohesion initiatives is desirable; • Proficiency in MS Office suite and advanced knowledge of web-based management systems; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; Sound security awareness; • Very good oral and written skills; excellent drafting, formulation, reporting skills; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel

The UN Volunteer will be working in Jerusalem. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

The volunteer will receive monthly allowance in amount of ILS 4804.15 /month including health and life insurance.
