Job Description

The Field Coordinator of Colombia will lead IRC’s field operations in Colombia, which covers Norte de Santander, Medellin and its Metropolitan area, Cundinamarca with Bogotá, Ipiales and Cali. The Field Coordinator will represent the IRC locally in mentioned locations with local partners and local authorities and is responsible for the coordination of IRC’s operational activities in country in a very close coordination with Programs. The Field Coordinator is responsible for the best use of resources in the IRC’s Colombia offices: human, financial, and material. The Field Coordinator will report to DDO and will be based in the IRC’s Bogotá main office.

The IRC seeks an experienced leader with proven experience managing operations to lead the IRC’s office, staff, and operations in Colombia. The Field Coordinator will: directly supervise in-country administrative, finance, procurement, and security staff, ensuring compliance with IRC and donor policies and procedures; represent the IRC in Colombia to local partners, local governments, and possibly with donors; manage the IRC offices; negotiate humanitarian access with local authorities; and contribute to program design and implementation. The Field Coordinator will ensure that the IRC’s team in Colombia complies with IRC’s professional and ethical standards (IRC Way).

RESPONSABILITIES:

Leadership

- In coordination with the DDO, develop operations plans to support program implementation, contribute to IRC’s global, regional, and national strategies, ensure adequate planning and oversight for the implementation of all donor-funded projects, and contribute to proposal design. - Ensure compliance of IRC’s and donor policies and procedures in finance, administration, security, IT, and procurement. - Provide support to all the programs that operate in the field offices be implemented in a timely manner, following high quality standards and in accordance with the terms and conditions of the corresponding grants. - Contribute to reporting for projects and IRC’s global initiatives.

Grants

- Anticipate, plan, and manage programmatic and structural transitions associated with gradual expansion of the field offices. - Responsibility for budget development and compliance for field offices support costs. - Guide and supervise staff in their implementation of work plans and quality of technical activities. - Participate in monthly Grant (PCM) Meetings

Human Resources Management & Development

- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. - Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews. - If/as required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies. - Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process - Adhere to and act in accordance with the IRC Global HR Policies and Procedures - Adhere to and serve as a champion of the IRC Way Standards for Professional Conduct

Coordination & Representation

- Develop and maintain effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts, at field or local level. - Lead coordination between IRC logistics, finance, program and grant staff to ensure timely and compliant program activities and expenditures, including active participation in grant opening/closing and review meetings.

Safety and Security Management

- Ensure that the Global Safety and Security Policy is implemented in the country field offices. - Ensure that the staff in the field offices knows and applies the standard operating procedures related to security management in Colombia. - Manage that all the training required by the staff in the field in terms of safety and security, are carried out properly and in the established time. Includes: Onboarding, On arrival Briefing, Pre-Arrival Briefing, Personal security in Kaya. - Manage with the relevant people that the Security Risk Analysis are updated and that they are functional for decision-making.

KEY WORKING RELATIONSHIPS:

Position Reports to: DDO

Position directly supervises: Colombia Field managers

Internal: DDP, DDF, Program Managers, HR Coordinator, Grants Coordinator and team, Finance Managers, Security and Access Coordinator

External: Local authorities, Local communities, Local Partners

Qualifications

Education:

- University degree in social sciences, business administration, industrial engineering, business, international relations or related field. - Master's degree or specialization in related field (social sciences, economics, business administration).

Work Experience:

- 5+ years progressive, professional experience at a managerial level. - 5+ Prior experience managing humanitarian and/or development programming. - Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills. - Prior experience in management of support and operations departments preferred.

Demonstrated Technical Skills:

- Strong written and oral communication skills, effective in representation and liaison with external parties. - Interpersonal qualities: Works well in and promotes teamwork, flexible and able to handle pressure with professional grace. - Proven leadership quality. Ability to provide guidance while promoting a supportive and open work environment. - Professional fluency in spoken and written English is required. - Permission to reside and work in Colombia or ability to receive permission. - Experience of managing oversight of logistics, procurement, administrative and financial functions, ideally as part of the management of program base. - Excellent inter-personal and problem solving skills and proven ability to negotiate with a wide range of people (internally and externally).

Computer/Other Tech Requirements:

- Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. - Experience with statistical and data management software.
