BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. The Technology Division of WFP partners with business areas across the organization to digitally transform our business. We design, develop, enhance and maintain a variety of digital products.

The Field Business Engagement Manager (BEM) will be responsible for the development and implementation of demand roadmaps. As part of the TEC team within the Regional Bureau, the Field BEM works closely with the business in both the RB and Country Offices (COs) to provide both strategic and tactical technical guidance, with the aim of increasing WFP’s maturity in how it manages technology. The Field BEM will engage with stakeholders at a strategic level, ensuring that the CO needs and priorities are understood. The Field BEM will be a natural communicator who can build relationships and learn quickly how to prioritize needs across a wide range of audiences.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Be the central point of contact and lead engagement with all Country Offices within the Region;
  • Develop a deep understanding of their evolving business needs, regardless of technology;
  • Build strong partnerships with key technical and business stakeholders across the Region, ensuring digital expertise is inputted into strategic, cross-functional discussions such as Programme working groups to incorporate and strengthen relevant Digital components;
  • Support the review and development of CO programme documents (e.g. CSP process), providing inputs to incorporate and strengthen relevant strategic Digital components;
  • Understand new technology trends, forecast future requirements and guide Country Office strategies to include a digital dimension;
  • Guide COs with using the demand planning process to shape demand and identify what digital services and solutions to recommend in compliance with WFP policies, standards and strategy;
  • Oversee the Digital Field Portfolio, including ongoing projects, new products, and requests yet to be analyzed for a solution to be proposed;
  • Manage the overview of the technologies these teams are using, and how effective / fit for purpose they are;
  • Identify significant product, organizational and process opportunities and drive them into fruition;
  • For development taking place outside of the Technology Division, guide stakeholders in the process to self-register solutions and communicate the FSDN requirement for new solutions;
  • Communicate Field Needs to the DTS team and Field Digital BTO, supporting them to define the right solution based on the requirements;
  • Liaise with other Business Engagement Managers and Digital BTOs in Regional Bureaus and in Headquarters to ensure an integrated, coherent approach to the technology/data used for the Field;
  • Support CO engagement with Government, other UN agencies and with NGOs interested in benefitting from WFP’s digital assistance services through assessments, intervention design, project support and service delivery coordination;
  • Ensure that guidance is provided to COs for both organizational and capacity changes that are needed for effective implementation and mainstreaming of relevant Digital processes and activities; including staffing structures, TORs, tests and interviews;
  • Other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Institutionalize the concept of a digital and data roadmap (defined by the Head of Field BEMs) in countries in their region to manage technology investments to meet key strategic objectives;
  • Consolidate a digital services catalogue for business discussions consistent with TEC policies and standards;
  • Propose action plans to institutionalize and deepen knowledge as the digital services catalogue evolves;
  • Support training and capacity building for CO IT Officers in collaboration with other BEMs to strengthen their business engagement and digital skills;
  • Incorporate relevant sections of the Field Digital Playbook in at least 2 COs in the region;
  • Engage with specific countries’ senior management at operational and strategic levels to support COs develop a Digital and Data Roadmap which will be based on the Country Strategic Plans, Digital Transformation Solutions Roadmap, digital product lines, TEC- divisional roadmaps and the Field Digital Playbook.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Business Administration, Economics, International Development, or related fields, or First University degree in the same subject(s) with additional years of related work experience.

Experience:

  • At least three years of relevant experience in programme, project management or functional humanitarian experience.
  • At least three years of experience in leading field programmes and/or operations.

Languages: Proficiency in English and French are mandatory and will be tested.
