Overview

  • Skills in climate action strategy planning and implementation.
  • Experience in facilitating partnerships and providing specialized advice among disaster risk reduction/disaster risk management institutions prioritizing centrality of protection in all the activities.
  • Knowledge of alternative energy projects.
  • Knowledge of English and/or UN working language of the duty station if not English is desirable.

  1. General Background

The UNHCR Representation in Venezuela is comprised of the Country Office in Caracas, two Field Offices located on the border with Colombia (San Cristobal and Maracaibo), as well as three Field Units, one in Caracas, the capital district; Carupano (Sucre) in the border with Trinidad and Tobago and Guyana; and Santa Elena de Uairen in the border with Brazil. San Cristobal Field Office covers Táchira, Mérida, Apure and Barinas states.

The operational context in Venezuela remains challenging, affecting both refugees and asylum seekers and the Venezuelan population in humanitarian crisis, including displaced persons, returnees, and people on-the-move. Since the first quarter of 2022, an increase in returns and a high need for protection has been observed.

The Field Associate is normally supervised by the Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.

  1. Purpose and Scope of Assignment
  • Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
  • Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
  • Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
  • Keep regular contacts with local authorities and implementing partners as requested by supervisor.
  • Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
  • Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
  • In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
  • Negotiate with local authority counterparts, partners and populations of concern.
  • Represent UNHCR in physical monitoring of projects.
  • Maintain regular contacts with local authorities and implementing partners as requested by supervisor.
  • Support supervisor in identification of community spaces to implement community infrastructure projects.
  • Ensure centrality of protection in all activities related to the position.
  • Act as focal point with implementing partners for specific project components.
  • Lease with supply Unit to ensure proper monitoring and control of CRI distribution.
  • Provide specialized training to local authorities in emergency and disaster risk management topics.
  • Perform other related duties as required.
  1. Monitoring and Progress Controls

A workplan will be prepared at the beginning of the contract between the incumbent and the supervisor to define key activities and project timelines to ensure an efficient delivery of expected outputs and products. Weekly meetings will be organized between the supervisor and the consultant to discuss advances, track progress, and discuss how to overcome potential challenges.
