This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Within the delegated authority and under the supervision of Field Coordination Officer his/her designated mandated representative(s), the UNV Field Associate will:

  • Monitor Protection related issues in refugees return locations through protection monitoring activities through implementing and operations partners, in coordination with UNHCR field focal points/offices.
  • Maintain regular communication with Community leaders in areas of return, border locations and provide regular reports on protection monitoring, including information on identification of issues, responses and recommendation.
  • Liaise with partners on work coordination and share some of the identified concerns to relevant organizations for further follow up on individual cases.
  • Conduct Focus Group Discussions (FGDs, KII) and general protections interviews and assessment of conditions for return using standardized tools.
  • Worked closely with relevant Relief and rehabilitation Commission in Juba and field locations where refugees are returning and report protection concerns, new movements (refugee returns or population outflows) trends.
  • Participate also in Field monitoring missions and assessments including joint assessments with RRC, and relevant partners in return locations when required by the office.
  • Demonstrate good understanding on political, economic, security and social contexts in the areas operations and provide detailed advice to the Spontaneous Refugee Return Unit within UNHCR, and to person of concerns especially those who are returning to place of origin or relocate to their areas.
  • Undertake regular missions to field with a view to conduct trainings on protection reporting tools to UNHCR field Offices and engage implementing partners staff on the tools by supervising during field activities regarding data collection.
  • Support the roving team in standardizing data collection initiatives and reporting templates with a view to ensure comparative analysis and proper identification of trends for better planning and response.
  • Direct communications with implementing partners on the progress and challenges during data collection in return areas and provide guidance if needs be and engage them to overcome those challenges with help of the immediate supervisor.
  • Any other related tasks as may be required or assigned by the supervisor.

Educational additional comments

  • Bachelor’s degree in a relevant area in Social Sciences, Political Science, Development Studies or Public Administration

Experience remark

  • At least 2 years of professional work experience at the national and/or international level in humanitarian context or other relevant programs.; experience with displaced persons is an asset, as is experience working in the UN or other international development organization.

  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) Sound security awareness;
