Org. Setting and Reporting •The incumbent is responsible to the Head, Field ICT Office, A18.

•The incumbent supervises two professional staff.

Responsibilities The incumbent:

•Conceptualizes, develops, plans for and oversees specific projects for the design and implementation of Field information systems initiatives, including information systems applications, collaboration and Web Content management development projects.

•Manages Field plans, in close coordination with HQA Information Management Service Division, for feasibility assessment, requirements specification and design, including project plans, schedules, time and costs estimates, metrics and performance measures for Field applications development projects; tracks, monitors and reports on project progress against plan, requirements, quality measures, standard processes; leads execution of the most complex aspects of projects (e.g. formulation of business requirements, systems analysis, development, RFP preparation, proposal analysis, contract negotiations, contract management, etc.

•Manages assigned Applications unit staff and activities; provides technical guidance, instructions, training, support and documentation for Applications unit staff and ensures that Field Applications needs are fulfilled; plans for and reports on projected capacity requirements.

•Provides expert advice on complex systems analysis, design and integration.

•Prepares technical and user documentation for entire systems and interdependent applications.

•Liaises, coordinates with and guides users on all aspects during all phases of project development and implementation, including various aspects of business process re-engineering and management of change.

•Participates in the Field ICT Change Management and Disaster Recovery Planning activities.

•Participates in Field ICT Office budget preparation and provides necessary inputs to Field Applications budget requirements.

•Prepares management reports on applications metrics and inventories.

•Performs other duties as may be assigned by the supervisor(s).

  • Good communication skills.

    Education •A university degree in computer science or information technology.

•ITIL service management certification preferably at practitioner level.

•Formal training in project management techniques, especially Agile methodology and Software Development Life Cycle (SDLC) automation tools.

Work Experience Six years of progressively experience in delivering applications development services in a large ICT environment using a variety of development technologies involving MS .Net, including two years in a supervisory position managing and implementing management information systems is required.

Languages Very good command of written and spoken English and Arabic.

Special Notice •Contract Status: Fixed-Term Appointment for 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

•Benefits: Grade 16, Monthly Salary JD 1098 & 90 Fils, Plus 25% Special Occupational Allowance. Other benefits include Provident Fund contribution (15% of basic salary paid by the Agency) & medical insurance. Dependency allowance is subject to eligibility.

Other Information :

•The incumbent may be required to travel in Agency’s area of operations.

•The incumbent may be required to work beyond the normal duty hours and on call basis.

Desirable Qualification:

•Advanced degree in an IT or business management related disciplines.

•Experience in application design and development in web environments on Windows platform.

•Experience or knowledge of HTML, AJAX, JavaScript, Crystal Reports, object-oriented analysis and design.

•Knowledge of UNRWA's operations and computer facilities environment.

•Knowledge/experience in SharePoint Online and DevOps platforms.

Equivalency:

When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

General Information:

  • This vacancy notice is open to internal and external candidates.
