Organizational Setting

FAO's office for Sudan is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Sudan. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Khartoum, Sudan. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR), Deputy FAOR and Assistant FAOR (Programme) in Sudan, and under Direct Supervision of the senior livestock Coordinator in FAO Sudan, as well as under the guidance and supervision of the team leader at the FAO state office, the incumbent will perform the following tasks:

Technical focus

• Crop production, crop protection including emergency crop production & protection interventions, • Crop production related natural resources. • Any other food security and livelihood interventions.

Tasks and responsibilities

• Responsible for field implementation and monitoring of FAO emergency/other livelihood support projects in Kassala state according to FAO projects’ implementation and monitoring system and submit plans of action to the concerned coordinator in Khartoum office. • Ensure the appropriate storage of inputs and supplies under the responsibility of FAO office in the state and acts as a technical advisor in checking the technical specifications of the inputs. • To participate in the selection process of implementing partners (IPs) in consultation with the other staff of FAO state office. • Ensure timely delivery of the different projects’ inputs to IPs as per the Letter of Agreement (LoAs). • Lead the preparation and implementation of a monitoring plan for each signed LoA in consultation with the respective IPs/SP and submit regular reports. • Participate in the preparation of appropriate tools for monitoring the IPs’ fieldwork and the results achieved, in consultation with the other staff of the office and the technical coordinators in FAO Khartoum. • Liaise with other organizations that provide agricultural support in the state to exchange experiences and avoid overlapping. • Participate in the preparation of a comprehensive evidence-based monitoring report for each completed LoA, after the completion of the LoA, indicating what kind of impacts the activity may have on the families, children, women, men, elderlies, and persons with disabilities in the targeted community. • Contribute to Co- leading of the FSL sector at state level and share relevant information with members, state level authorities and FAO Khartoum. • Participate in the inter-agency needs assessments and/or food security and livelihoods assessments to be conducted by the line ministries and/or FSL Sector Partners. • Facilitate and participate in the analysis of agricultural crops value chains and the identification of value chain upgrading strategies and activities; • Implement capacity building activities related to agricultural production, processing and marketing in collaboration with Government counterparts, • Monitor the SPs activities and achieved results as per LoA, monitoring plan, monitoring guidelines and instructions at both output and outcome levels through direct interviews with beneficiaries, SPs and other stakeholders: • If relevant and required, participate in food security and livelihoods assessments used to be conducted by the line ministries, or as part of inter-agency needs assessments; • Participate in the identification and implementation of relevant trainings for rural women and men; ensure that contents, methodology and programmes of trainings which benefit from FAO support are appropriate and meet good quality standards (relevance, coherence, effectiveness); • Organize and facilitate the follow up of the trainees, together with other involved stakeholders. • Contribute to strengthening the capacities of the SPs by ensuring effective and appropriate backstopping and technical advice. • Regularly collect, analyse and update relevant information about all key issues related to agriculture, horticulture, environment, NRM, land and water, markets and food security etc., in the respective localities, administrative units and communities within the state; • Ensure accurate and timely reporting to FAO Khartoum office with regular, substantial information and analysis about the effects (outcome and output levels) of the FAO state office’s activities, projects, and programmes, as well as about the important contextual developments. • Contribute to developing perspectives and identifying potentials and opportunities in the state for new relevant programmes in sustainable agriculture as well as in related fields of activities, and elaborate project concept notes for FAO Khartoum office. • Ensure together with the team leader and the FAO Khartoum office the proper management of the programme and the FAO state office according to FAO’s rules and regulations. • Perform any other related task as requested by the team leader or the FAO Khartoum office.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Minimum M.SC. Degree in Agriculture or other related subjects • At least 7 years working experience • Working knowledge (Level C) of English and Arabic • National of Sudan
