Organizational Setting

The Gawader and Lasbela Livelihood Support Project (GLLSP) phase II is funded by the International Fund for Agriculture Development (IFAD) and implemented in two districts of Balochistan, Gawader and Lasbela. The six years’ project (from 2020 to 2025) is implemented by the Government of Balochistan in partnership with the National Rural Support Programme (NRSP), the Food and Agriculture Organization (FAO) and the World Food Program (WFP) in Pakistan. FAO focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development, therefore FAO specific role in GLLSP will be completed in 18 months to provide technical assistance in promoting climate-resilient agriculture and livestock practices, enhancing the related knowledge and skills of farmers and livestock keepers while building their resilience along with providing support to the fisheries sector of Balochistan in Policy Development. A total of 30,000 ultra-poor and poor rural households in Gwadar and Lasbela districts will benefit from the project. To efficiently implement the project activities, there is a need for competent Farmer Field School Facilitator/Livestock Farmer Field Facilitator. This document outlines the Terms of Reference (TOR) for the positions of FFS/LFFS to be hired for GLLSP-II.

Reporting Lines

Under overall supervision of the FAO Representative (FAOR) in Pakistan and in close coordination with Assistant FAO Representative (Program) and Provincial International Program Coordinator, the incumbent will report to Project Coordinator in close collaboration with project team in performance of the following tasks and duties.

Technical Focus

• Timely achievement of project activities with good quality results; • Establishment and functioning of CBFS/FFS-Climate Resilient Agriculture and Livestock (CRAL) farming systems as per required standards; and • Coordination and Support provided to partner organizations in establishing CBFS /FFS-CRAL actions.

Tasks and responsibilities

• Facilitate field level interventions for establishment of Farmer Field Schools and Climate Smart Agriculture (CSA) as well as Climate smart livestock (CSL) sites; • Facilitate and participate in capacity building events/ trainings on FFS, facilitation skills, farmer training curricula, monitoring methods, and others; • Provide support in introduction and establishment of CSA and CSL initiatives; • Facilitate the Training of Farmer Facilitators (ToFF) and provide continuous backstopping to the Farmer Facilitator; • Provide support to run the FFS/LFFS/CSA/CSL practices and facilitate ongoing project related activities in the selected districts; • Document, report and develop database, based on the progress of trained beneficiaries’ information; • Identify and develop case studies and success stories for periodic reports; • Responsible for project activities in the targeted area (social mobilization, field assessments, identification and organizing selected beneficiaries, promote CSA & CSL, distribution of various agriculture inputs in the selected villages, etc.); • Enter FFS Facilitators and learner's data in Kobo database regularly to support Monitoring, Evaluation, Accountability and Learning (MEAL) Team to undertake pre and post monitoring of the FFS sites, learners and trainings offered; • Closely work with district team lead/ supervisor and sectoral specialist for collection and compilation of all the information related to FFS/LFFS/CSA/CSL; • Facilitate field level activities related to mobilization, formation and facilitation of FFS/CRAL in the target villages in close coordination with NRSP, Agriculture and Livestock Departments or partners' organizations; • Conduct regular field visits of the project area and provide guidance and recommendations for appropriate crops management and livestock area specific interventions for establishment of FFS/LFFS. • Assist District Team Lead and sectoral specialist in the day-to-day monitoring of FFS/LFFS/CSA interventions and compile monthly monitoring sheets (online/offline); Ensure timely submission of FFS/CSA monthly work plan and progress reports (monthly, quarterly, and final) to supervisor; • Perform any other associated task as assigned by supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor's Degree in Agriculture/Livestock or Master’s Degree in Agribusiness/ Natural Sciences or related education background. • At least 4 years of Farmer Field School (FFS) /Farmer Field Schools for Women (FFS-W) relevant experience; 1-2 years’ Agribusiness and Climate Smart Agriculture (CSA)/ Climate Smart Livestock (CSL) relevant experience will be an asset. • Working knowledge of English and Urdu. Knowledge of other local languages used in province would be an asset. • National of Pakistan.

Technical/ Functional Skills • Practical knowledge of farmers’ Capacity Building & Community organization skills. • Proficiency in basic computer skills including MS Office. • Ability of working in a multi-cultural and multi-ethnic environment and rural communities. • Understanding of the purpose and functions of technical programmes, operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO would be considered an added asset • Good knowledge of common administrative and financial rules and regulations. • Good knowledge of communication and documentation standards. • Displayed initiative and take responsibility for achieving agreed outputs within set deadlines and closely follow-up until successful outputs are achieved. • Willingness to continue to seek new, innovative and improved methods and systems for accomplishing the work assigned. • Proficiency in basic computer skills. • Strong report writing, analytical, communication and presentation skills.
