Purpose of Activity/Assignment:

For South Sudan to develop, educating the population is a vital step. Additionally, economic development, the result of an educated population, requires a workforce where people have the required skills to compete in local and global economies. In a young country like South Sudan, where development in all Government sectors must begin from scratch, education represents a hope for the future and the possibility of change as it equips the populace with tools that are useful in everyday life.

Employing women in teaching and educational management, alongside their male counterparts, is a key component of an education system to respond to the needs of children, families, and communities. It is well documented that in many developing countries, female learners stay in school and complete their education often because of the influence of female role models in their schools.

To ensure that both women and men feel secure to actively and fully participate in all spheres of its development agenda through education, in 2012 Ministry of General Education and Instruction (MoGEI) developed the Female Teachers Affirmative Action Policy (FTAAP) through three steps which encompassed the formation of technical and steering committees from MoGEI and development partners; desk review of the relevant documents including the Constitution, Education Act 2012, General Education Sector Strategic Plan (GESP) 2017-2022, and other national and sectoral policies of South Sudan; a one-day stakeholder consultation workshop held on July 23, 2013 which culminated in a draft FTAAP.

The above steps led to the rollout of a second draft which involved review of the first draft, including updating EMIS data, and wider consultative meetings and workshops with line ministries and development partners.

The events of the last years which have affected the socio-economic contest of the country have required an extensive update of the Female Teachers Affirmative Action Policy (FTAAP) drafted in 2016. The successful Consultant will focus on the review and finalization of the draft FTAAP.

Main Duties and Responsibilities:

  • Conduct a thorough desk review of relevant policy frameworks in the region and beyond including assessment of key national documents at the MoGEI and other line ministries.
  • Carry out interviews with key stakeholders from MoGEI, Education partners and the private sector.
  • Prepare draft Policy - 1 months into the consultancy.
  • Organize working workshops to guide the Ministry in the development of the policy documents.
  • Present the draft policy to the MoGEI/reference group for inputs.
  • Finalize the Policy based on inputs from the MoGEI Technical working group team.
  • Develop a media/policy brief and PowerPoint presentation that highlights key messages.
  • Present final electronic copies of the revised FTAAP at a stakeholder meeting to be called by MoGEI and UNICEF.

Scope of Work:

The specific purpose of this consultancy is to provide technical support to the Ministry of General Education and Instruction (MoGEI) in the review, strengthening and finalization of the Female Teachers Affirmative Action Policy rolled out in March 2016 by MoGEI.

Work Assignment Overview

Conduct a thorough desk review of relevant policy frameworks in the region and beyond including assessment of key national documents at the MoGEI and other line ministries.

Minimum Qualifications required:

•Minimum Masters level of education in Gender based policies, Social Sciences, or related field in Education

Experience:

•Minimum of 10 years of professional experience in planning and programming related to gender-based issues in a national and international context.

•Proven expertise in gender-based policy development and implementation, training and capacity development of NGOs and government partners in low resource humanitarian contexts considered an asset.

•Familiarity with the context of Education and Development within the region. Knowledge of the South Sudan context will be an added advantage

Prior experience working with Government, UN or similar agency in a fast-paced environment with tight deadlines.

Language and communication skills:

Excellent oral and written command of English required. The consultant should be at ease in presentations and meetings with different high-level stakeholders and officials.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
