NORCAP, part of the Norwegian Refugee Council, solves challenges in the humanitarian, development, and peacebuilding sectors to better protect vulnerable people’s lives and rights. We build partnerships, promote more effective ways of working and provide skilled experts to develop capacity.

We work with and through our partners to address challenges via three core activities:

  • We develop partnerships with regional and global organisations and national stakeholders. We believe working together in a coordinated and sustainable manner is the best way to reduce needs, risks, and vulnerability over time.
  • We seek and promote more effective ways of working at the global level and in the field. Our aim is not only to reduce needs but also to create choice and opportunity for people in need
  • Together with our partners we identify capacity needs and respond accordingly with expertise and knowledge to achieve sustainability. As an independent entity we are well placed to identify and address challenges, improve collaboration and encourage new and innovative approaches

Our Democracy, Human Rights and Peacebuilding Programme (NORDEM), strengthens the capacity of international organizations and national stakeholders to promote and protection democracy and credible elections, human rights, rule of law and peace. The programme focuses on selected priority contexts where the United Nations (UN), European Union (EU) and Organization for Security and Cooperation in Europe (OSCE)has a presence.

Since the collapse of Libya in 2011 and the outbreak of conflict in northern Mali in 2012, the situation in the Sahel region has given growing cause for concern. The combination of poverty, organised crime, violent extremism and weak institutions is making the region increasingly insecure, unstable and conflict-ridden. Norway’s participation in the UN mission in Mali, MINUSMA, is an important contribution in the efforts to improve security in the region. This initiative by NORCAP intends to further support MINUSMA by providing civilian expertise in strengthening the mission’s partnerships, planning and programming.

Responsibilities

  • Provide technical and substantive support, perform any reporting and secretariat role as may be prescribed.
  • Monitor and support the implementation of Field Coordination activities.
  • Support all Surge Operations and the Focal Point for Surge Team reactivation, deployments, reports and technical and logistical support.
  • Assist in formulate and manage the implementation of the Field Coordination’s programme of work.
  • Work with focal points across Mission components to ensure effective coordination.
  • Support the preparation, coordination and execution of high level internal and external visits.
  • Maintain an effective system of information management designed to guarantee accessibility and utility of information for the Field Offices.
  • Facilitate the flow of information between Field Offices and HQ and perform any other administrative, technical and substantive support as required by the Field Coordinator.
  • Focal Point for HoO Programmatic funds and any other programme, activity or role as may be assigned

Education

  • Advanced university degree (Master's degree or equivalent) in political science, public administration economics or a related field.
  • A first-level university degree in combination with qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in political affairs, administration, conflict resolution, or related field is required.
  • Experience in political reporting and work in a field operation of the United Nations Common System or a comparable international organization or non- governmental organization, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.
