The Position:

Under the overall supervision of the UNFPA Representative and working with the Deputy Representative and with the Humanitarian Coordinator, the incumbent will ensure effective and efficient, programmatic and operational support to UNFPA’s humanitarian programming and response in Burkina Faso as relevant, supporting CO in implementing the Country Programme. The thematic focus of the humanitarian support will be centered on Reproductive Health with support to GBV as required by the Gender team, but will also coordinate the country office’s response and planning related to youth and data in the Humanitarian Regions

Job Purpose:

Burkina Faso is facing the worst security and humanitarian crisis in its history, with at least 3.5 million people in need of humanitarian assistance. Since 2018, more than 1.85 million people have been internally displaced, or 9% of the population. You will play a vital role in ensuring that our humanitarian programme is built on sound evidence, considering state-of-the-art research and innovative practices. You will also help ensure that technical assistance provided by UNFPA in Burkina Faso is relevant, appropriate, and adapted to the multi-layered needs of the country, including in humanitarian situations. You will therefore need to build close relationships with stakeholders and networks to identify best practices, including through south-to-south cooperation modalities.

Qualifications and Skills Required

  • Advanced technical degree with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines.
  • 2 to 10 years of specialized experience addressing GBV at the international level; experience in this field in a humanitarian context is an asset.
  • Demonstrated leadership and management experience within a multinational and multicultural environment.
  • Direct experience providing support to GBV survivors as an asset.
  • Familiarity with Excel, desktop publishing software, and basic website management.
  • Professional experience with GBV or any other aspect of protection in emergencies, including demonstrated understanding of monitoring and evaluation (M&E).
  • Demonstrated understanding of the survivor-centered approach to GBV programming, particularly in the context of information management (i.e. GBVIMS training).
  • Knowledge of the Cluster Approach and the Transformative Agenda systems and procedures.
  • Knowledge of humanitarian architecture.
  • Ability to synthesize large amounts of information into concise, effective resources for decision-making and advocacy purposes.
  • Strong interest and motivation for inter-agency coordination.
  • Flexibility, diplomacy, leadership, cultural sensitivity and the ability to work well both alone and in teams.
  • Proficiency in English and in French required

Knowledge and Experience****:

  • At least 5 years of relevant experience preferably in humanitarian affairs, emergency relief management, public health or other related areas, prior experience in region an asset
  • Ensure appropriate knowledge sharing with donors, media and with all strategic partners is effectively promoted.
  • Ensure gender and sex aggregated data and inputs relevant to the GBV Sub-Cluster are provided.
  • Ensure effective communication and networking through partnership and collaboration; as well as help strengthen coordination amongst GBV partners.
  • Experience in design, monitoring and evaluation of development projects, humanitarian programming and coordination.
  • Proven management, coordination and of programme development skills,
  • Analytical and strategic thinking, results oriented, commitment to excellence and able to work efficiently under high pressure,
  • Track record of building strategic alliances and partnerships, strong communication and networking skills; strong organizational skills,
  • Appropriate and transparent decision making abilities,
  • Knowledge and understanding of UN humanitarian relief operations and procedures,
  • Good level of emotional intelligence, empathy and conflict management as well as negotiating skills,
  • Experience in the UN system would be an asset.

Languages:

  • Fluency in French and working knowledge of English are required.
