Background

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. The FAO Coordination Office for the West Bank and Gaza Strip Programme implements the Country Programming Framework for Palestine to enhance the wellbeing of Palestinian people by making the agrifood system more efficient, inclusive, resilient, and sustainable in alignment with national policies and strategies and the United Nations Sustainable Development Cooperation Framework (UNSCDF).

Under the overall supervision of the FAO WBGS Head of Office, and direct supervision of the Operations Officer, the incumbent will perform a range of professional duties and functions mainly related to the management and monitoring of beneficiary grants in compliance with the relevant rules, regulations, policies and procedures of the different donors and in line with the requirements and structure of the organization. The incumbent will work in close collaboration with FAO operations, finance and programme and projects’ staff and with FAO HQs staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

• Ensures that beneficiary grants are well-administered, developed, implemented and tracked in compliance with the relevant rules, regulations, policies and procedures of the different donors and internal and external deadlines.

• Supports internal coordination of activities related to the development and implementation of beneficiary grants and agreements, including internal certification/clearance procedures, financial monitoring and payment disbursements in a timely manner.

• Reviews and prepares standard beneficiary grant applications, agreements, disbursement forms, letters, certification reports and all related beneficiary grants documents.

• Reviews and prepares beneficiary grant operational manuals in accordance with the donor requirements and inputs from relevant stakeholders.

• Maintains detailed databases of beneficiary grants and ensures accuracy and consistency of documents.

• Ensures a smooth flow of information and documentation in all stages of the beneficiary grants process is maintained including verifying completeness of the documentation and ensuring timely transmission of documentation to the different actors involved in the various stages of the process.

• Provides input to internal/external reports, publications, and other products as identified, including quarterly internal and donor reports.

• Processes, reviews and tracks beneficiaries’ payment requests and purchase orders.

• Ensures compliance of beneficiaries against the beneficiary grants’ deliverables and milestones.

• Ensures a sound financial and administrative tracking and management of beneficiary grants.

• Facilitates panel reviews/evaluations of beneficiary grant applications.

• Performs due diligence to relevant stakeholders involved in the beneficiary grant preparation and implementation processes.

• Develops monitoring tools for the implementation of the beneficiary grants. Monitors and reports on beneficiary grants implementation.

• Ensures the highest levels of honesty, integrity, openness, and transparency in administering beneficiary grant award processes and procedures.

• Ensures full compliance of procurement activities with UN/FAO rules, regulations, policies and strategies.

• Performs other duties as and when required.

Required Skills and Experience

Education:

A University degree in Business Administration, Management, Development Studies or a closely related field.

Experience:

• Minimum of 5 years of relevant experience in the fields of project management and/or operation management is required.

• Proven relevant experience in the area of grant management.

• Work experience with International and/or UN agencies is desirable.

Language Requirements:

Fluency in both Arabic and English languages

NOTE: 'Fluency' equals a rating of 'proficient' in all four areas (read, write, speak, understand).

Other:

• Initiative, good judgment, ability to work under pressure, writes clearly and meets deadlines.

• Courtesy, discretion and ability to work with people of different national and cultural backgrounds.

• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems
