BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Our WFP Facilities team, situated in the Facilities Management Unit of the Management Services division, based in Rome, Italy is currently seeking a Facilities Services Consultant

This team supports WFP colleagues within Headquarters as well as globally for the provision of guidance, oversight and support for the management of WFP facilities. This position is available for a period of 11 months, starting in January 2022.

Within delegated authority, the Facilities Services Consultant will be responsible for the following duties:

  • Provision of support for the management of Headquarters building facilities and/or facilities worldwide (if needed):
  • Analysis of space utilization and prepare a proposal to use WFP premises efficiently and more cost-effectively in line with the Hybrid Working Model;
  • Provide space management services in consultation with the requesting Division/Units including coordinating and facilitating all divisions relocations within the HQ Premises;
  • Implement the WFP New Ways of Working model in relation to facilities;
  • Advise HQ and field staff on the application of facilities policies and procedures in line with Facilities Management Manual;
  • Project management services for renovation and construction projects;
  • Preparation of budgets and technical specifications for all site-related works;
  • Development of architectural layouts, the technical scope of work, cost estimates and schedules;
  • Supervision and monitoring of quality and schedules for construction work, ensuring that works done by contractors are performed promptly and according to specifications, within budget and on time;
  • Preparation of periodic reports;
  • Review contractors' invoices and assist with cost recovery as required;
  • Process invoices by checking for correctness and verifying charges against agreed payment terms in the contract;
  • Ensure that fire and industrial safety standards are followed at all times;
  • Updating space information, floor plans and real estate data, including the workspace booking system data;
  • Manage dedicated client request mailboxes;
  • Coordinate move lists and move plans with clients, move team, to ensure smooth implementation, minimizing the need for post-move adjustment;
  • Assist in drafting RFQ and RFP for relevant goods and services related to facilities services and minor renovations;
  • Ensure availability for short/long term missions if required.
  • Provide facilities support for field locations in the area of real estate and facilities services as required;
  • Other tasks assigned as appropriate by the supervisor related to the Facilities Management unit’s ongoing work.

ACCOUNTABILITIES/RESPONSIBILITIES:


QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced degree in Architecture, Facilities Management, Civil Engineer or other built environment-related discipline

    Knowledge & Skills:

  • At least two years of general experience in facilities management or building construction at the national and/or international level.

    • Advanced knowledge of computer software such as AutoCAD, Adobe Acrobat Pro, MS Word, MS Excel, MS PowerPoint, MS Project, MS Visio and Net browsers.
    • Knowledge of Archibus or other computer-aided facilities management systems is required.
    • Proficiency in developing plans for renovation and construction projects and site layouts;
    • Knowledge of drafting clear concise reports or rationale for decisions on key issues.
    • Proactive problem solving and good negotiating skills;
    • Good interpersonal skills to work in a team, and establish effective working relations with persons of different national and cultural backgrounds;
    • Ability to project manage simultaneous tasks and establish priorities and monitor contractors;
    • Able to cope with situations that may threaten health or safety

    Languages:

  • Spoken and written English essential.

    • Second UN language would be an asset, particularly Arabic, French, or Spanish.
