Org. Setting and Reporting This position is in Bangui with frequent travel to sectors and camps in CAR. Under the overall supervision of the Chief Engineer of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).
- Oversee technical and administrative work in engineering activities in the mission, related to construction and maintenance of UN facilities.- Implement projects, or parts of larger projects, relating to the construction or repair of buildings, facilities, or related structures. •Coordinate specific work projects with other units within the section.
- Provide support to Electrical and Generator Units in development of a comprehensive power distribution network including all electrical network infrastructure at all MINUSCA locations. Special emphasis to be given to energy saving equipment such as solar and LED lighting, timer controls for heavy loads including air-conditioners. Ensure that materials and equipment are purchased in a timely manner and distributed to Sector Engineers.
- Work closely with engineering units in the development and implementation of renewable energy projects primarily solar power. Provide report statistics and data on such projects for Environment Section in MINUSCA and the Environmental Technical Support Unit (ETSU) Brindisi. Attend meetings and Working Groups.
- Record and monitor energy usage, conduct assessments and provide quarterly reports on the implementation of the Mission Environmental Action Plan (MEAP) Performance and Risk Management System; •Work in close coordination with military and police contingents, including respective environmental focal points, Prepare the Head of Mission's annual progress and status report on energy management issues for submission to Headquarters.
Manage budget allotments or Task Orders for engineering works being carried out.- Plan, direct, and coordinate activities of either UN staff and/or contractor’s staff, including outsourcing type of contracts, and all related administrative work and supervision of personnel. - Plan and design specifications for projects. Conduct site visits for assessments and draft project schedules and cost estimates for construction, repair/maintenance of facilities - Determine materials, dimensions, and quantities to be included in project specification- Develop statements of work for contractual services. - Submit shopping cart requests and oversee technically evaluating bids and proposals for construction and energy projects. - Identify resource requirements in connection with budget preparations. - Prepare and follow-up work orders for engineering works. - Liaise regularly with the Chief Engineer on matters such Occupational Health and Safety, Environmental, and Logistics Services. •Coordinate with engineers and other civilian or military specialists in the mission to agree on work requirements and priorities. •Periodically provide inputs for assessment of performance levels of assigned local and international staff. - Manage the Sections Inventory database and, produce periodic reports and stock analysis. Submit reports on equipment for write off and disposal. Correct and report discrepancies in the inventory database.
Perform other duties as assigned by Chief of Section or his or her designate.

Education High school diploma or equivalent is required.
Job - Specific Qualification A Recognized and valid License of the trade (Mechanical or Electrical Technology) license is desirable.
Work Experience At least ten (10) years of progressively responsible experience in technical, administrative, and supervisory areas in the maintenance and operations of field facilities is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess at least a first level University degree.
Experience in project planning and implementation, is desirable.
Knowledge of design/drafting software AutoCAD, Revitt, Sketchup, etc. is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of French is desirable.
