Org. Setting and Reporting This position is located in the Facilities and Environmental Management Unit (FEMU) of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief of Mission Support or their designate.

Responsibilities Within delegated authority, the Facilities Management Officer will be responsible for the following:

Planning and Design - Analyzes and advises on the planning, design, construction and maintenance of major systems and facilities such as buildings, power generation and distribution, potable water abstraction, purification, testing and distribution, wastewater treatment and the collection and correct disposal of solid waste. The incumbent will have a responsibility for space management, key systems etc. - Provides feedback and recommendations on project documents and designs in project proposals for accuracy, soundness and feasibility. - Recommends solutions to unusual facilities and environmental problems. - Keeps abreast, through relevant engineering, facilities and environment literature, of significant trends and the development of improved methods and equipment. - Develops mission policy and guidelines for general planning and maintenance of FEMU unit programmes and that of the third-party contractors.

2. Implementation - Implements and monitors all minor construction projects in mission headquarters, coordinating with Commanding Officers of Military Units in line with COE Self Sustainment rules. - Ensure that the work of the Unit and that of its third-party contractors are managed using work assignment and quality control software. - Ensures that materials and logistical support provided by FEMU in their work and the work of TCCs is properly accounted for. - Oversees technical and general maintenance activities in the mission facilities, operations and functions related to, but not limited to Ground Maintenance, Accommodation, Electrical Supply, Vector Control, Solid Waste Management, Sanitation and cleaning etc, utilizing the functionalities of Smart Camp, work assignment and quality control software. - Leads efforts of team studying critical problems relating to design or construction of systems and facilities. - Conducts space allocation and management as well as key management.

3. Administration - Prepares the FEMU budget and manages expenditure as well as monitors consumption of maintenance supplies. - Plans, directs and coordinates activities of UN staff and third-party contractors, and all related administrative work and supervision of personnel through data and technology as well as onsite inspections and in-person meetings

4. Is responsible for the transition of the mission to Smart Camp facilities and the optimized use of these technologies and the data they generate. This will include, but not be limited to, reducing the environmental footprint created by power generation but reducing consumption, developing hybrid systems so that a greater proportion of power is generated from renewals and increasing the fuel efficiency for each KwH generated.

Education Advanced university degree (Master’s degree or equivalent) in Civil, Mechanical, Electrical or Environmental Engineering, Business Management, Contract Administration, or related areas.

Work Experience At least seven (07) years of progressively responsible experience in technical, administrative and supervisory areas in the maintenance, management and operation of facilities is required.

Experience providing facilities management services in a remote and austere environment is desirable.

Broad experience in facilities management is required.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of the other is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
