MINUSMA was established pursuant to Security Council Resolution 2100 of 25 April 2013 to support the political process in the country and carry out a number of security-related tasks. The mandate of the Mission was lastly renewed by Security Council Resolution 2640 of 29 June 2022. MINUSMA’s key priority is to support the implementation of the Peace Agreement for Peace and Reconciliation in Mali, its core political and security provisions in particular, including the holding of peaceful elections, progress in disarmament, demobilization and reintegration as well as in security sector reform, operationalization of interim administrations and mixed units, and decentralization. In addition to the Peace Agreement, MINUSMA is requested to support the gradual restoration and extension of State authority in Central and Northern Mali; exercise good offices and promote national reconciliation; protect civilians; promote and protect human rights; and support humanitarian assistance. The Security Council further requested the Mission to exercise complementary tasks, such as projects for stabilization, weapons and ammunition management, and cooperation with sanctions committees. Resolution 2423 (2018) equally stresses the importance of strengthened integration between the United Nations country team and MINUSMA to support the implementation of the Agreement.

The primary task of Engineering section is to determine the infrastructure requirements and implements the Mission’s infrastructure projects at minimum cost and in a most efficient manner by providing accommodation, utilities (electricity, water), construction and maintenance of infrastructure as well as geographic information support, terrain studies and reconnaissance to all MINUSMA facilities.

Under the supervision of FMU Supervisor and under guidance of Regional Engineering Officer, (Gao and Kidal) the UN volunteer will be responsible for:

• Schedule regular visit to all camp sites and interact with clients in the sector, verify service’s standards and provide accurate feed back to the facilities manager for im-provement of services. • Prepare work orders for minor maintenance of premises for submission to engineering section. • Management of guest and VIP rooms, Conference rooms, Organizing VTCs, town halls etc. The UN Volunteer must be ready to provide high end client services. • Contract management implementation, monitoring and verification of services con-tracts for Cleaning, Waste disposal, Catering contract, Local restaurants vendor’s con-tracts and other services as implemented in the mission for all premises which falls under the area of responsibilities in the sector east. • Verify vendor invoices for services as per terms of contract and prepare routine reports to facilities management supervisor. • Supervision of staff accommodation and transit camp facilities in Gao. • Prepare accurate monthly accommodation occupancy report of civilian and uniformed staff (MSO/UNPOL) and monthly utility costing sheet for contractor’s camps. • Carry out check-in check-out of mission personnel, record keeping and monitoring • Prepare documentation for cost recovery of UN accommodation and engineering services provided to non-MINUSMA or non- UN entities. • Carry out check in check out process of accommodation and keep accurate records. • Supervise office space allocation in the camp as per mission instructions. • Supervise 24X7 maintenance services in accommodation, transit camp and offices.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs: • Efficient, timely, responsive, client-friendly, and high-quality support rendered to the mission in the accomplishment of her/his functions. • Independently supervise facility management services with minimum supervision in the absence of FMU supervisor. • Contracts management to achieve 100 % implementation of services as per SOW (Scope of Work). • Achieve 100 % client satisfaction in terms of provision of facilities and camp manager services. • A final statement of achievements towards volunteerism for development during the as-signment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.

• Valid national driving license essential. • Skilled in handling multiple tasks and high clients’ services on daily basis. • Experience working in building maintenance coordination and projects management.

Languages: Fluency in spoken and written English. Spoken knowledge of French will be an added advantage .

Computer skills:
• MS Office Word, Microsoft Excel and Microsoft project etc.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website (http://icsc.un.org). For example, if the PAM for the current month is 54.6%, then the VLA for that month will be (US$ 1,587 x 54,6 /100) + 1,587= US$ 2,453. Moreover, a Family Allowance (FA) is added in accordance with the number of recognized dependents: US$ 250 if the UN Volunteer has 1 recognized dependent, and US$ 450 if the UN Volunteer has 2 or more recognized dependents. Accordingly, the VLA per month will be US$ for a volunteer without dependent; US$ for a volunteer with one recognized dependent and US$ for a volunteer with two or more recognized dependents.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
