How can you make a difference?

Scope of Work:

Provide technical support to the Maternal and Child Health program to implement priority activities for accelerating progress in HIV prevention.

The specific scope of the work includes the following tasks:

    1. Provide technical support to the implementation of HIV prevention in children programs.
    2. Provide technical support to the implementation of the Telemedicine program.

Main tasks/Milestones:

  1. Coordinate and provide technical support to the MOH HIV working group on the integration of the standard PMTCT indicators into the routine medical registration system to enable such functions as analyzing and tracking the data to timely address barriers experienced by HIV-infected pregnant women, mothers, and newborns to quality HIV services;
  2. Provide support to E-Health Center and MOH to prepare a set of “introduction of the Telemedicine on a primary health care level (PHC)” training materials to be incorporated into the routinely available for family doctors' training opportunities.
  3. Provide support to Health specialist in the timely completion of the planned activities within HIV and Telemedicine program. 20 days for N1-3
  4. In coordination with the supervisor to provide support to the Republican AIDS Center and E-Health center in the operationalization of the updated routine medical registration system, which provides an opportunity to analyze the status of Mother-child HIV transmission.

  5. Provide support to MOH partners and international experts in the completion of the conceptual documents to assess the results of the introduction of telemedicine on a level of the primary health care level and formulate the next steps in its expansion.

  6. Provide support to Health specialist in the timely completion of the planned activities within the HIV and Telemedicine program. (20 days for N4-6);

  7. Coordinate and organize monitoring of the health facilities on the appropriateness of the reporting of the PMTCT data into the routine medical registration system to enable tracking of the situation on the elimination of mother-to-child HIV transmission.
  8. Provide support in the finalization of the set documents to assess the results of the piloting of telemedicine on a primary health care level and elaborate recommendations for the expansion of the approach by the MOH.
  9. Provide support to Health specialist in the timely completion of the planned activities within the HIV and Telemedicine program. (20 days N7-9);
  10. Provide support to Mother and child health (MCH) group in the operationalization and maintenance of the newly approved forms for the collection of the PMTCT data from the health facilities through a routine medical information system
  11. Provide support to Health specialist in the timely completion of the planned activities within the HIV program (10 days for N10-11);
  12. Provide support to the HIV working group of the MoH in the completion of the preparatory activities for the assessment of the country’s readiness for the validation process on the elimination of the HIV MTCT;
  13. Provide support to Health specialist in the timely completion of the planned activities within the HIV program. (10 days for N12-13);
  14. Provide technical support to the HIV working group of the MOH to develop two years plan to prepare the country for validation process on progress in elimination of the mother to child (MTCT) HIV transmission. (16 days).

expected travel:

In 2022

4 days - Osh and Jalal Abad provinces;

3 days - Issuk-Kul province;

3 days - Naryn province;

2 days - Chui province.

In 2023

4 days - Osh and Jalal-Abad provinces;

3 days - Issuk-Kul province;

3 days - Naryn province;

2 days - Chui province

To qualify as an advocate for every child you will have…

High education in medicine and/or public health and/or/social work; (10 units) Knowledge/Expertise/Skills required:

  • Proven experience in the introduction of IT-based technologies into the program activities. Proven experience in Telemedicine is mandatory (preferably in Child health) (20 units) ;
  • Proven experience in coordination and facilitation of the work of the group of experts in HIV, preferably PMTCT, in analyzing data from surveys, review of the national statistics, preparation of technical reports (20 units) ;
  • Experience in working as a consultant, contractor, or staff with UN agencies is mandatory (20);
  • Fluency in English and Russian. Knowledge of the Kyrgyz language is required. Supporting documents might be requested. (5 units).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
