BACKGROUND

Purpose of Activity/Assignment:

UNICEF is globally mandated to promote the implementation of the Convention on the Rights of the Child. UNICEF has steadily been expanding its work at subnational level and with local governments over the past two decades. The Child Friendly Cities Initiative (CFCI), which is currently implemented in around 40 countries, is one of the platforms for engaging in partnership with subnational and local governments.

In 2021, a global review of CFCI implementation was conducted, and recommendations were made to strengthening the programmatic focus of the initiative, enhancing the results for children within the participating municipalities and improving the monitoring and evaluation function. New CFCI guidance document was developed and issued by PG Social Policy and Social Protection at HQ

The review recommendations and the new guidance required the development of new tools, working approaches templates, etc to support the implementation of the recommendations and institutionalization of the new guidance. To enable the CFCI network to strengthen their programmatic focus a new knowledge and information sharing system should be put in place to enhance the sharing of new templates and forms, improve exchange of good practices and information sharing between the network, as well as enable new countries applying to join the initiative to learn and about the process and apply the steps for joining the CFC.

Scope of Work:

The main scope of this consultancy is therefore to develop a set of tools, documents and a comprehensive knowledge management systems to support the current CFCI network in their implementation, as well as new countries willing to join the initiative in the effective implementation of the programme activities.

Terms of Reference / Deliverables/Deadlines

Establishment of common Sharepoint Site containing all documents, webinars and learning, guidance documents, including folders/space for CFCI network members to upload and share good practices (country sites)

  • CFCI Sharepoint site established and functioning – with NatComm staff access provided

By 25 September

Develop a fundraising strategy for the CFCI looking at both private and public funds mobilization. The strategy should be developed based upon research of the existing good practices within the CFCI countries as well as integrating innovative ways for resource mobilization in the different contexts where CFCI operates.

  • Fundraising Strategy Document consulted and validated with CFCI network and Private Fundraising and Partnership Division.

By 16 October

The Municipality of Sharjah in the OAE has expressed interest to fund a Global CFCI meeting. They have requested a set of documents to be developed for the Government of Sharjah to support this commitment: Concept note consulted with the network, PFP and PG SPSP, draft agenda, list of speakers and draft presentations, collection of good practices/case studies to be showcased at the meeting, preliminary budget.

  • Package of documents developed and submitted to for consideration to Sharjah Municipality.

By 10 November

Development of tools to support application of new CFCI guidance (templates, readiness check-list, step-by-step guide, action plan template, support on application of the child participation tools, guidance on final evaluation/assessment at the end of CFCI cycle).

  • Set of tools for CFCI implementation developed and validated with the CFCI network.

By 20 December

Organize and conduct 4 webinars for the introduction and socialization of the tools, the knowledge sharing system (SharePoint), exchange of good practices and presenting the fundraising strategy. This tasks includes the overall preparation of the webinars concept notes, proposed agendas with speakers, presentations, invitations, technical support and end report with results.

Qualifications

(1) Education

  • Masters’ degree in public administration, public policy, political science, development studies, social sciences or closely related field.

(2) Work experience

  • At least 7 (seven) years of professional experience in project management of development programmes or projects in/with public administration and/or international organization
  • Experience with child rights programme implementation and child rights advocacy
  • Experience and understanding of fundraising and resource mobilisation approaches and methods is essential
  • Country experience in different context preferably in high- income countries is an asset
  • Previous experience with UNICEF National Committees would be a an advantage

(3) Competencies

  • Knowledge and understanding of child rights and human rights approach to programming.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11)
  • Upload copy of academic credentials
  • Financial proposal that will include:

  • All-inclusive (lump sum) fees for the deliverables noted above.

  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
