ABOUT WFP

WFP Office and Sub-Offices in Mozambique counts in almost 400 staff and consultants. WFP has increased its programme in the country from 440,000 beneficiaries in 2018 to reach 2.2 million beneficiaries in 2019. The scale up of operations was due to two major tropical cyclones and a long drought that occurred in Mozambique last year. Given the high level of humanitarian needs, WFP has maintained the corporate emergency category for Mozambique (from Level 3 to Level 2 emergency). WFP has carried out relief and recovery interventions for cyclone-affected populations and extended relief food assistance to drought-affected populations and internally displaced people.

ORGANIZATIONAL CONTEXT

In March 2020, the COVID-19 pandemic, has brought new challenges to WFP Mozambique. WFP has developed Standard Operating Procedures (SOPs) to adapt food distributions while continuing to provide life-saving food assistance to vulnerable communities. Distributions gradually resumed as WFP and local partners were ready to implement the SOPs. WFP has also updated a Business Continuity Plan; revised agreements with partners to include COVID19-related activities; carried out discussions with donors on COVID-19 implications and mitigation measures and; liaised with the local and neighboring governments to ensure humanitarian corridors remain open during lockdown, guaranteeing continuation of in-land transport of humanitarian goods. Some staff were re-assigned to other units which are expected to be at the forefront of the COVID-19 response, such as Social Protection, Cash Based Transfers, VAM and Partnerships.

With the deterioration of the security situation in Northern Mozambique, WFP has been scaling humanitarian assistance and reaching those most in need.

The External Relations Officer will primarily work on issues related to corporate, performance and donor reporting duties and provides support with Communication, Advocacy and Resource mobilization and carry out COVID-19 relates tasks as required. The Reporting Officer will report to the Country Director, and under the supervision of the head of Partnerships and Donor relations, will work in coordination with the CO staff and partners.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the development of systems and tools that support effective OIM, performance reporting (OIM & PR) and related normative guidance as required. Support initiatives for developing improved, streamlined and harmonized OIM & PR.
  2. Support the corporate emergency and COVID-19 response through operational reporting and information management, reporting to internal and external audiences.
  3. Oversee the preparation of key corporate reports (Country brief, Executive brief).
  4. Provide support for Operational Task Forces and update the emergency dashboards in coordination with the Regional Bureau and HQ. Support the CO by overseeing the briefing preparation for Operational Task Forces (OTFs) and ensuring accurate reporting and dissemination of decision making to CO, RB and HQ.
  5. Prepare Topic Briefs ahead of high-level meetings and provide updates to senior management on a regular basis.
  6. Collaborate with counterparts in different units, supporting performance of activities, in particular with M&E.
  7. Oversee and approve the collation, drafting and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  8. Collaborate with counterparts in other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
  9. Providing coaching and guidance as required to ensure appropriate development of OIM & PR and enable high performance.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in English, Political Science, Economics, Statistics, Information Management or Project Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses

Experience:

  • 3 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international relations, humanitarian and development programmes and/or journalism

Language:

  • International Professional: Fluency (level C) in English and Portuguese languages

KNOWLEDGE & SKILLS

  • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
  • Ability to lead, motivate and develop small teams of junior staff.
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems
