OBJECTIVES OF THE PROGRAMME

The mission of the External Relations and Governance Division (EXT) is to ensure a strong and supportive set of stakeholder relations for WHO and encompasses resource mobilization, governing bodies, partnership functions, and aspects of communications. Within the division, the new team in charge of innovative finance will seek to complement the division current effort to accelerate SDGs through the use of new financial structures that can leverage additional resources for Global Health.

DESCRIPTION OF DUTIES

The incumbent will work within the Innovative Finance Team, which is part of the Office of the Assistant Director General in charge of External Relations and will report to the Senior External Relations Officer for Innovative Finance. He/she will work closely with and assist in coordinating the cross-divisional innovative finance work with the relevant departments and divisions. The External Relations (innovative finance) Officer will also work closely with the Regional Offices and the Country Offices to identify innovative finance transactions.

  1. Support implementing existing innovative finance transactions.
  2. Provide project management support as it relates to the innovative finance team's and Country offices key deliverables.
  3. Support the secretariat of the health impact investment platform (HIIP) in coordinating and managing the joint investment platform with multilateral development banks.
  4. Support preparations for, participate in, and provide inputs to the board committee of the HIIP, the technical committee and team meetings and/or other relevant management and coordination mechanisms related to innovative finance; and liaise with internal and external stakeholders, in coordination with the CRM department, and partners working on innovative finance as required both at HQ as well as at Regional Office and Country Office level.
  5. Support in the engagement, in coordination with CRM, of potential partner organizations/entities to evaluate their interest and cultivate partnerships to leverage innovative financing, including blended financing, impact investments, outcome payment schemes, guarantees.
  6. Analyze WHO's existing innovative finance mechanisms to identify new potential innovative finance opportunities.
  7. Support the development of WHO's strategic approach to innovative finance.
  8. Conduct and regularly update analyses of existing financing mechanisms and of most relevant innovative development financing (IDE) mechanisms/instruments that WHO may engage in, given WHO's needs, capacities, and existing experience.
  9. Advise on and contribute to the design and implementation of innovative finance operations.
  10. Develop content for innovative finance project presentations, Innovative finance investment cases, etc.
  11. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

  • Essential: A University degree in finance, international or public relations.

Experience

Essential:

  • At least five years' combined national and international experience in Innovative Finance within the Private Sector or Development Finance including in a United Nations System or NGO context.
  • Considerable experience in writing and editing, particularly in the context of innovative finance.
  • Considerable experience working with multilateral development banks, donor organization and decision-makers.

Desirable:

  • Working experience in innovative finance instruments such as bonds, impact investments, blending, outcome payment schemes, guarantees.

Skills

  • Excellent understanding of finance concepts and financial markets.
  • Ability to communicate complex financial analyses and information in an easily comprehensible manner, effective in writing reports and proposals and in preparing presentations.
  • Ability to think and work independently and to meet short deadlines.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4419 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
