OBJECTIVES OF THE PROGRAMME

The Division of the Regional Director (RDD) provides the visionary leadership and, together with BOS, supports the Country Offices and all the other Divisions in the efficient delivery of the EPW through agile transformation and implementing WHO Value Charter. RDD has the overall responsibility for the planning, execution and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the European Region, in addition to organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union., the EURO Ombudsman who reports directly and independently to the Regional Director, and the committee on staff health and wellbeing.

The goal of the WHO Representation at the EU (WEU Office) is to promote GPW 13 and EPW priorities, focusing on country needs and impact; and ensuring future financial sustainability. The WHO Representation to the EU is led by WHO/Europe, but its work mandate is global.

DESCRIPTION OF DUTIES

The incumbent is an External Relations officer answerable to the WHO representative in Brussels. He/she contributes with relevant expertise to the external relations efforts for WHO to EU institutions, working in close collaboration with HQ and partner agencies. An integral part of the incumbent`s remit is to actively promote WHO policies and programs and contribute to strongly positioning WHO work on the EU agenda.

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

1. Develop and maintain relations with the relevant EU stakeholders to keep them informed about WHO's work and priorities, and advocates with them for funding of WHO activities

2. Support and provide insights to regional and country staff on related procedures and preparation of funding requests by organizing information sessions and prepare information materials to ensure colleagues are updated on EU requirements when preparing project proposals with requests for funding support.

3. Engage and meet with the external partner representatives including diplomatic missions as required to build strategic partnerships and for the coordination of engagement strategies.

4. Organize and participate in donor coordination meetings; contribute to negotiations for donor agreements with relevant technical background and develop/validate findings.

5. Strengthen and support the institutional partnership between WHO and the EU institutions in particular the European Commission services (DG DEVCO, DG NEAR, DG SANTE, EEAS, ECHO, RTD) and the European Investment Bank, acting as focal point in the WEU for resource mobilization and innovative financing, coordinating the collaboration with EU institutions on the large-scale health related projects and grants and other collaboration.

6. Represent WHO in UN Brussels Team working groups and meetings on resource mobilization in order to promote WHO position and interest to best position WHO for opportunities of resource mobilization from the EU.

7. Support the activities of WHO Europe office through the EU Project Management and Implementation Team of the Country Support, Emergency Preparedness and Response Division and facilitate office's engagement with the EU relevant stakeholders in order to effectively implement and to extend the project portfolio with EU.

8. Organize policy dialogues, workshops and meetings in partnership with EU institutions in order to advocate for a strong EU-WHO partnership. Identifying the appropriate level for engagement and participation based on the institution and space for engagement.

9. Provide support to the WHO Representative to the EU and senior management in ROs and HQ, regional office technical units and HQ technical clusters and country offices in their engagements with European institutions in Brussels and Luxemburg. Support the development of donor briefs, background papers for a diverse array of activities for senior management with focus on financing and resource mobilization.

10. Identify and support the WHO Representative in Brussels to develop strategic and innovative partnerships with other entities from the EU landscape. Provide research and evidence for the value of the collaboration.

11. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Master's level) in international or public relations, business administration, communications, social sciences, law or related field relevant to the position

Experience

Essential: At least seven years of progressive experience in external relations, managing partnerships and/or large-scale multi-stakeholder initiatives. Demonstrated experience in fundraising.

Desirable: Relevant work experience within WHO, United Nations, The European Commission, European Investment Bank, or relevant international organization. Demonstrated experience in the organization of policy dialogues involving governments and EU institutions.

Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2947 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
