OBJECTIVES OF THE PROGRAMME

The Division of the Regional Director (RDD) provides the visionary leadership and, together with BOS, supports the Country Offices and all the other Divisions in the efficient delivery of the EPW through agile transformation and implementing WHO Value Charter. RDD has the overall responsibility for the planning, execution and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the European Region, in addition to organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union who reports directly and independently to the Regional Director.

The goal of the WHO Representation at the EU (WEU Office) is to promote GPW 13 and EPW priorities, focusing on country needs and impact; and ensuring future financial sustainability. The WHO Representation to the EU is led by WHO/Europe, but its work mandate is global.

DESCRIPTION OF DUTIES

In close collaboration with EURO, HQ, other regional and country offices, and partner agencies, to contribute with relevant expertise to the external relations efforts for WHO to EU institutions, and to actively promote WHO policies and programs to strongly positioning WHO's work on the EU agenda.

Keyduties:

1. Provide support to the WHO Representative to the EU and senior management in ROs and HQ, regional office technical units and HQ technical clusters and country offices in their engagements with European institutions in Brussels and Luxemburg. Support the development of briefs, background papers for a diverse array of activities for senior management on the EU Affairs.

2. Support the WHO Representative in Brussels to develop strategic and innovative partnerships with other entities from the EU landscape. Provide research and evidence for the value of the collaboration.

3. Review and analyze the scope and reach of the EU agenda in relation to digital health and innovation and research with a particular focus on the EU's Digital and Horizon Europe Agendas.

-Monitor, analyze and report on policies, programmes, legislation and positions of the European Institutions (European Commission, European Parliament, European Council, etc) relevant for digital health and research and innovation and raise awareness for follow up action within WHO of these updates and their potential implications with a view to strengthening cooperation between WHO and EU.

-identify synergies and opportunities for WHO - EU cooperation and collaboration within the scope of digital health and research and innovation and develop WHO strategic material and activities to maximize impact and WHO position.

4. Serve as the WEU office technical expert and focal point applying the lens of the EU agenda, representing the office and WHO in the joint EU UN Brussels task force on digitalization and youth, promoting WHO's interest and policies in the EU framework,

-support the mapping of EU initiatives relevant to digital health and WHO collaboration and synergies with EU institutions and their relevant divisions by providing a comprehensive assessment and preparing briefing notes to WHO's directors, relevant units in ROs and HQ, supporting them in the preparation of joint initiatives

-attend weekly EU-WHO Task Force working group meetings reporting back with summaries of discussion points and suggested areas for collaboration to help WHO leadership

-reach out to relevant units in WHO in order to gathering WHO inputs and promote the organization's position during Task Force working process and its interaction with EU bodies.

5. Develop and maintain relations with the relevant EU stakeholders to keep them informed about WHO's work and priorities, provides answers to their questions and advocates with them for funding.

6. Promote engagement of WHO and actively participate in EU key calendar events such as the European innovation days and other, providing briefing notes to WHO leadership and technical units, planning for webinars and other activities of mutual benefit.

7. Strengthen and support the institutional partnership between EU institutions in particular the European Commission services (DG RTD, DG CONNECT, DG NEAR, DG SANTE, and EEAS),acting as focal point in the EU for the research and innovation.

8. Support the WHO Representative to the EU and team with regards to the development of the designation of the WEU Office as the Centre of Excellence in Health Diplomacy, which will entail development of core modules, engagement with partners and government institutions as well as WHO internally.

9. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor’s level) in international or public relations, business administration, finance, communications, social sciences, public health, law or related field relevant to the position. Desirable: University degree(Master's level) in any of the above.

Experience

Essential: At least five years of experience working with partnerships coordination. Demonstrated experience with resource mobilization. Relevant work experience with external relations and/or multigovernmental institutions. Desirable: Relevant work experience with(in) WHO and/or other UN agencies, the European Commission, or relevant international organization. Demonstrated experience in managing funds and large-scale multi-stakeholder initiatives. Demonstrated experience in the organization of policy dialogues involving governments and EU institutions.

Skills

Excellent writing and communication skills. Strong organizational skills. Emotional intelligence: Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1583 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
