Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of UNCDF Local Development Finance Officer or his/her designated mandated representative(s), the UN Volunteer External Relations Officer will:

COMMUNICATIONS (40%): Overall support to the implementation of UNCDF’s communications strategy and support the production of communication and visibility materials: support the expansion of public outreach on UNCDF’s interventions, 2030 Agenda and the Government of Mozambique’s role and impact in it:

  • Overall support to the implementation of the different communications strategy in UNCDF Portfolio.
  • Support the production of communication products (media messages, holding lines, web contents, web stories for donors UN Country Team, photos, press releases, speeches, etc.) timely executed and published as planned to support the UNCDF communications strategy, regional and global campaigns and priorities and UNCDF resource mobilization strategy.
  • Support the UNCDF interventions and activities by supporting the edition and creation of communication and advocacy products for donors, partners, government counterparts, trainings as requested (guidelines, briefs, factsheets, presentations, folders, banners, etc.).
  • Review draft publications recommend revisions or changes in approaches, layout, scope and format to ensure high quality standards.
  • Maintain UNCDF profile at the UN Mozambique website and support the publication of social media posts on UNCDF in UN social media accounts through commissioning and production of relevant material and posts.
  • Support the preparation of key corporate reports (Country brief, Executive brief, etc.).
  • Prepare Topic Briefs ahead of high-level meetings and provide updates to senior management on a regular basis.
  • Support the collation, drafting and dissemination of technical and political analysis pertaining to UNCDF responses, donor policies, and trends.
  • Collaborate with counterparts in other UN agencies to ensure consistency in information and to complement UNCDF analysis and information.
  • Support Donor Relations by contributing to donor reports and proposals as requested.
  • Collect and document data about the impact of UNCDF activities and ensure regular sharing of information with all partners.
  • Contribute to the identification, documentation and dissemination of lessons learned from the UNCDF’s interventions.

PARTNERSHIPS (30%): Create and maintain strategic partnerships with key partners at the international and country levels, including governments at local and national levels, other multilateral and bilateral aid agencies, donor community and UN Entities:

  • Establish effective partnerships with UN Country Team, UN Resident Coordinator’s Office, national authorities and other national and international partners, as well as with the donor community, while respecting the comparative advantages of UNCDF;
  • Develop partnerships with other UN Entities, government institutions, bi-lateral and multilateral donors based on strategic goals of UNCDF, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  • Documentation and sharing of partnership interactions as input into corporate business Intelligence.

UNCDF Portfolio Management (20%): Support the UNCDF Programme Officer with the

management of the UNCDF portfolio in Mozambique:

  • Contribute to the review of annual workplans (AWP) and ensure that clear performance targets are established.
  • Support the monitoring of all financial, performance and operational aspects of the projects, including facilitating project implementation according to the AWP of the project, supporting the achievement of outputs which enables a quarterly comparison of the actual results achieved and resources with the AWP; organization of annual project review meetings.
  • Contribute to the regular reports on project achievements and delivery as part of the annual UNCDF reporting systems (ATLAS, MIS and other areas of accountability), while ensuring compliance in particular with regard to the reporting arrangements for donors (non-core resources).
  • Assist with the implementation of the key components of the UNCDF interventions.
  • Provide support to technical missions by UNCDF staff or other technical consultants (development of ToRs, logistics, etc) and to any follow up.
  • Identify opportunities for new local development programmes, inclusive finance or new areas of involvement for UNCDF; contribute to the formulation of the project documents and facilitate the approval process; as well as to the start-up of activities.
  • Support the processes of the operational and financial closure of projects.

UN Country Team support (10%): Ensure that the contributions of UNCDF are reflected as

integral part of the UN system’s development activities, notably by promoting the taking into

account of UNCDF’s mandate, priorities and activities in the UN’s strategic planning and joint

activities:

  • Assist the efforts of the UNCDF team in ensuring that the CCA, UNDAF and CPAP integrate the areas of UNCDF interventions (Local Development, Inclusive Finance, etc) in an appropriate manner and give details on the results to be achieved and resources to be allocated for that purpose.
  • Ensure that the planned results of the UNCDF programmes as included in the UNDAF and CPAP are taken into account in the processes of monitoring and evaluating the UNDAF.

Provide support to other activities in the UN Country Team and UN Resident Coordinator’s Office that are complementary to and do not interfere with the other tasks assigned above

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Advanced higher degree (Master’s or equivalent) in a relevant area, e.g. International Relations, Political Science, Law, Communications or area related to public administration; First-level university degree or equivalent in cobination with relevant training and/or professional expereince may be accepted in lieu of an advance university degree.

Required experience:

Experience remark:

  • At least 5 years of professional work experience at the national and/or international level in project and partnership management or communications, or other relevant programmes; experience with negotiation and decision-making process is an asset, as is experience working in the UN or other international development organization;
  • Experience in establishing outreach opportunities;
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in local economic development, community engagement, participatory decision-making process, volunteerism as a mechanism for durable development, and the UN System.
