Org. Setting and Reporting This position is located in the Co-Financing and Partnership Section (CPS), Public Affairs and Policy Support Branch (PAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief of CPS.

Responsibilities The incumbent will be responsible for managing the UN Voluntary Trust Fund for Victims of Human Trafficking (UNVTF), as well as for contributing to and supporting the planning and implementation of resource mobilization activities in support of the UNODC objectives and related technical cooperation activities. Within assigned authority, the incumbent will perform the following specific duties:

1. Provide support to the management of the UN Voluntary Trust Fund for Victims of Human Trafficking: (a) Manage the UNVTF project (GLO/X42), which includes the Small Grants Facility. (b) Prepare the TORs and guidelines for the calls for proposals of the Small Grants Facility. (c) Oversee the timely implementation of the call for proposals from the issuing stage, screening, shortlisting, review, approval, disbursement and monitoring stages, in compliance with UN Financial Rules and Regulations and within the dedicated in-house SAP system (Umoja) functional roles. (d) Fulfill all reporting obligations related to Umoja. (e) Prepare briefing notes and inputs to press releases and speeches, as well as the UNVTF social media platforms. (f) Develop the digital fundraising platform for private donations for the trust fund. (g) Develop a monitoring and evaluation plan of the small grant recipients and supporting NGOs which receive funding from the Trust Fund, and implement it. (h) Coordinate activities with the Secretariat of Board of Trustees, organize meetings and communicate with the Board. (i) Provide input to and prepare reports to the Board of Trustees on the progress of the Trust Fund, as well as the Annual Report of the UNVTF. (j) Prepare the minutes of the board meetings. (k) Coordinate the implementation of periodic evaluations of the UNVTF.

2. Provide policy support in the elaboration, structuring and implementation of fundraising activities focused on the UNVTF: (a) Identify potential sources of funding throughout the range of national/international and governmental; maintain contacts with donors to promote support of UNODC activities; draw assessment of donors’ interest and make recommendations for exploring new avenues of fund-raising. (b) Monitor grants/incoming contributions, follow-up pledges, report on overall performance of the fund, as well as fundraising strategies. (c) Raise awareness with the donor community to provide assistance to victims of trafficking in persons through the UNVTF, through advocacy and ongoing outreach initiatives. (d) Develop funding agreements and arrangements in coordination with CPS; ensure consultations, input, and follow-up between all parties to agreements; discuss and resolve administrative requirements; ensure dissemination of substantive reports and information required to meet donors’ needs. (e) Contribute to the preparations for the Executive Director’s and relevant senior management travel to donor countries and organizations. (f) Attend, as required, meetings and make presentations on the activities of the Programme.

3. Contribute to the maintenance of the established system of data and reports on contributions within existing systems of records including the UN ERP (Umoja), and in line with International Public Sector Accounting Standards (IPSAS), their earmarking and the management of other pertinent information; ensure the timely provision of reports on fund-utilization; maintain a system of up-to-date funding-related information; liaise with other concerned offices and work units and provide and obtain pertinent information.

4. Contribute inputs on fund-raising aspects to policy papers and substantive reports; undertake steps to promote priority assignment to drug and crime control in national and international developments strategies, by Governments and funding agencies; prepare or provide contributions for related policy and strategy papers; organize and coordinate initiatives with the private sector.

5. Perform other work related duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in political or social sciences, law, business administration, marketing, international relations or related fields is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible professional experience in technical cooperation and public relations fields, with emphasis on fundraising and partnerships, is required.

    Experience with projects in the thematic field of human trafficking with a focus on victims is desirable.

    Knowledge of an Enterprise Resource Planning (ERP) system such as SAP is desirable.

    Experience in working with the United Nations system or any similar international organization is desirable.

    Specific experience in the management of trust fund(s) is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
