Org. Setting and Reporting This position is located at the UNODC Brussels Liaison Office to the European Union (EU) and its institutions, to the North Atlantic Treaty Organisation (NATO), to the World Customs Organisation (WCO) and to the Belgian Government, in Brussels, Belgium. The incumbent will work under the direct supervision of the Representative of the UNODC Brussels Liaison Office (BRULO).

Responsibilities The incumbent will contribute to strengthening relations with all relevant EU institutions and services, in particular with the European External Action Service (EEAS), the Council, the Commission Services, the European Parliament and its relevant Committees and Delegations. In addition, the incumbent will advise the Representative on matters related to the Financial and Administrative Framework Agreement (FAFA) between the European Commission (EC) and the United Nations (UN), specifically by helping to develop the systems to service UNODC Headquarters and Field Offices during formulation, implementation and closure of project proposals in relation to funding agreements. Within assigned authority, the incumbent will perform the following specific duties:

1. Provide substantive policy and technical support in the elaboration, structuring and implementation of funding activities: - Identify and advance areas of potential cooperation with the EU Institutions; build and maintain contacts to promote support of UNODC activities; monitor and assess EU interests and priorities and make recommendations for exploring new avenues for cooperation. - Coordinate policy development, including the review and analysis of issues and trends. Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to position papers etc.

2. Provide support to programme design and implementation and matters related to the Financial and Administrative Framework Agreement (FAFA) between the EC and the UN: - Review, advise and assist on the conceptualization, formulation and design of EU-funded programmes and project proposals; provide support related to preparation of EC-UNODC contribution agreements, provide technical guidance on contractual matters throughout programme implementation including the closure of projects ensuring timely and quality reporting in compliance with the EU contractual requirements; assist on EU verification exercises and contribute to the early warning and problem-solving functions of the office; discuss and resolve administrative concerns. - Support in-house knowledge building by developing knowledge products and information material on key programme and contractual processes and delivering regular training sessions to UNODC Headquarters and Field Offices on contract management and project implementation.

3. Ensure maintenance of the established system of data and reports on contributions within existing systems of records including: - UNODC FADP (Funding Agreements and Donor Profiles) and ERP system. Ensure the timely provision of reports on fund-utilization; maintain a system of up-to-date funding-related information; liaise with other concerned offices and work units and provide and obtain pertinent information. - Review and update UNODC information in EU databases such as PADOR (DG DEVCO), APPEL (DG ECHO) and OPSYS for the management of EU-UNODC agreements, for periodic transmission of operational and financial information; ensure proper monitoring of the EU’s PROSPECT for the submission of electronic calls for proposals.

4. Contribute to ensuring that the work programme and the activities of UNODC/BRULO are carried out in coordination with relevant organizations of the United Nations system and as well as with other international organizations and Member States: - Liaise on substantive issues with counterparts in UN and UNODC, both at the duty station and elsewhere at Headquarters and in the field, officials of other organizations and specialized agencies. - Follow up on UNODC decisions, issues and documentation with relevant officials.

5. Perform other work-related duties as required.

Has an overall understanding of UNODC’s mandates. Is able to conduct effective consultations with stakeholders. Is able to apply sound judgement in the context of assignments given. Has knowledge and understanding of theories, concepts and approaches relevant to crime, drug and/or terrorism-related issues. Has knowledge of policies and practices in international drug control and crime prevention as well as the mandates of the United Nations Office on Drugs and Crime. Has very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Education An advanced university degree (master’s degree or equivalent) in business administration, management, public administration, law or related fields is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional work experience in fundraising and partnerships including at the international level is required. Experience in developing partnership with the European Union or similar international/intergovernmental organization/entity is required. Experience in programme/project management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Special Notice This position is financed from extra-budgetary resources. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
