Since two years, countries in the ESA region have experienced an alarming increase in the number of new, or re-emerging humanitarian emergencies, including public health (including Ebola, Crimean Congo haemorrhagic fever, yellow fever, wild poliovirus, and Cholera), armed conflicts and natural disasters emergencies.

UNICEF ESAR has prioritized the critical need to support countries to rapidly scale up capacity to prevent, mitigate, and manage ongoing and anticipated emergencies as well as to enhance capacity for preparedness and response to these emergencies.

Purpose

The purpose of this external announcement is to attract suitable Resource Mobilization/Partnership Specialist candidates interested in working in any of the countries within UNICEF's East and Southern Africa region to respond to emergencies for the next 36 months.

How can you make a difference?

Key activities & duties

The Public and Private Partnerships (PPP) Section of the Eastern and Southern Africa Regional Office (ESARO) provides guidance and technical support to 21 Country Offices and Regional Office technical Sections on engagement with public and private partners. The Section also develops and stewards regional/multi-country partnerships and regional-level relationships, in order to open new avenues of collaboration and funding complementing individual Country Office efforts.

This position contributes to the cultivation of quality relationships with public and private sector partners for relevant Country Offices in the region.

  • Develops and maintains strong partnerships with relevant existing public/private sector partners: maintain knowledge on partnerships and resource mobilization, organize regular senior level meetings, organize technical level meetings, support the programme sections in their engagement with donors and facilitate dialogue. Support country offices in their outreach with the given donors and ensure high level of intelligence on the donors. Maintain close relation with UNICEF PPD and PFP and account managers. Develop and implement a strategy to deepen the partnerships.

  • Seeks and promotes new partnerships and resource mobilization, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs. Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with assigned partners.

  • Contributes to strategies for engagement and the development of communications products to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development.

  • Acts as focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including on how to anticipate and respond to partners’ concerns and priorities, ensuring that UNICEF’s interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes.

  • Contributes to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing current trends within designated partners and formulating recommendations for strategy approaches and message development.

To qualify as an advocate for every child you will have…

Education-

    • An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.

Work Experience-

    • A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.

Language Requirement:-

  • Fluency in verbal and written English and/or French (depending on the country office's official language). Knowledge of another UN language or a local language is an asset

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
