Assignment Background

Violence against women and girls (VAWG) is one of the most serious, life threatening and widespread violations of human rights worldwide. In the enormous and dynamic region of Asia and the Pacific, the levels of intimate partner violence remain high. 15.1-54.2 per cent of women in South Asia, 14.8-58.5 per cent of women in South East Asia and 25.2-64.1 per cent of women in the Pacific countries have experienced violence at the hands of their partners.[1] In times of crisis, VAWG often spirals upwards, including during the COVID-19 pandemic: recent data confirms violence against women has worsened due to the COVID-19 pandemic, and shows that almost 1 in 2 women reported that they or a woman they know experienced a form of violence since the COVID-19 pandemic[2].

In June 2020, with the generous support of the Australian Government Department of Foreign Affairs and Trade (DFAT), UN Women initiated a programme on “Essential Services Package and Prevention Frameworks and Initiatives (2020-2022)” that aims to

  • expand the reach and quality of services for survivors through the continued and adapted roll-out of the Essential Services Package;
  • leverage prevention policy and learning to strengthen practice through the roll-out of Prevention Frameworks and Guidance;
  • bolster support to women’s organizations through the UN Trust Fund to End Violence against Women.

These initiatives are all based on the principles of human rights, gender equality, ‘leaving no one behind’ of the Agenda 2030; and putting women at the centre, securing their rights, safety and dignity. Each initiative plays an important role in addressing the rise in VAWG that is being witnessed during the COVID-19 crisis and will continue to be significant in addressing and preventing violence against women and girls following the crisis.

Under this programme, the Ending Violence against Women Sections of UN Women Headquarters (HQ) and the Regional Office for Asia and the Pacific (ROAP) focus on the two areas:

  1. Strengthening quality, coordinated and multi-sectoral services for survivors through the continued roll-out and adaptation of the Essential Services Package; and
  2. Addressing root causes and risk factors of VAWG through the roll-out of prevention frameworks and initiatives.

Distilling good practices and lessons learnt, this programme builds on past UN Women programmes funded by DFAT.

Objectives

Given the relatively short duration of the programme (2020-2022), a comprehensive evaluation cannot be conducted, however, an external light review exercise of the programme focusing on the effectiveness and efficiency of key processes and outputs will inform possible future development on the same thematic areas. In this context, UN Women ROAP seeks to hire a consultant to conduct a light review of the programme, “Essential Services Package and Prevention Frameworks and Initiatives (2020-2022)”

The objectives of this light review are:

  • Analyze the initiative “Essential Services Package and Prevention Frameworks and Initiatives (2020-2022)” implemented by UN Women HQ, ROAP and Country Offices, with a specific focus on Asia and the Pacific region;
  • Assess the effectiveness and efficiency of the initiative;
  • Provide a set of recommendations to strengthen Essential Services Package and Prevention Initiatives drawing from lessons learned from and findings of the review exercise.

The timeframe of the light review exercises will cover the entire project period, starting with receipt of donor funds and commencement of implementation in 2020 to the moment when the review is taking place.

The light review will not include activities related to the UN Trust Fund to End Violence against Women.

Duties and Responsibilities

The international consultant for the External Light Review Exercise will be working under the supervision of the Ending Violence against Women Regional Programme Manager of UN Women ROAP, and with support from UN Women HQ focal points, as necessary, to ensure the following:

Undertake an analysis of the initiative on “Essential Services Package and Prevention Frameworks and Initiatives” implemented by UN Women HQ, ROAP and Country Offices, with a focus on Asia and the Pacific region.

  • It is expected that the consultant will perform a desk review, reviewing key documents such as Programme Documents, Annual Report(s), Performance Monitoring Framework (PMF), Annual Work Plan(s) and Budget, and outcome documents from meetings, workshops and webinars that have been conducted within the framework of the initiative.
  • It is also expected that the consultant will conduct a series of online interviews with UN Women regional and country staff, key partners and stakeholders in the programme.

Assess the effectiveness and efficiency of the programme to respond to the following questions:

Effectiveness: To what extent has the programme succeeded in meeting planned outputs, e.g., with respect to the targeted population, beneficiaries and participants -whether individuals, communities, institutions etc.?

Specific questions could include:

  • What has been the progress made towards strengthening the quality of coordinated and multi-sectoral services for survivors through the continued roll-out and adaptation of the Essential Services Package?
  • What has been the progress made towards preventing VAWG, including linked to the rollout of prevention frameworks and initiatives?
  • What have been the positive outcomes or ‘success stories’ related to the implementation?

  • What were key challenges of this programme on implementing the Essential Services Package and Prevention frameworks? To what extent did the programme successfully address and mitigate these challenges, particularly COVID-19 related challenges?

Organizational Efficiency: To what extent was the programme efficiently implemented and delivered quality activities, compared to what was originally planned?

Specific questions could include:

  • Were the expected activities delivered in a timely manner? What were the significant changes, adaptations and limitations, particularly in the context of COVID-19?
  • Were resources sufficient to enable achievement of the expected activities?
  • Have UN Women’s organizational structure, managerial support and coordination mechanisms effectively supported the delivery of the Essential Services Package and Prevention Frameworks and Initiatives?
  • How does the programme utilize and benefit existing local capacities of stakeholders?
  • How has the programme strengthened, set up and managed appropriate partnerships and collaborations with donors, the government, other UN agencies, INGOs, technical third parties and other partners, including civil society and women’s organizations, to advance the work on ending VAWG?

Other key questions may include:

  • What are key lessons learned and achievements from the programme implementation on the Essential Services Package and Prevention? What are suggestions to inform the next phase of work?
  • What is the added value of UN Women working in the Essential Services Package and Prevention areas, noting UN Women’s triple mandate and approaches?

Methodological Approach

An anticipated approach to be used for data collection and analysis by the consultant is a comprehensive desk review of programme documents and outputs, and published resources. This should be complemented by interviews with key stakeholders. Where appropriate, rights-holders targeted by the programme should be engaged in the interviews and discussions. The external light review must integrate gender and human-rights perspectives throughout each of these areas of analysis and within its methodology. This is particularly important to understand and assess programmes addressing complex, intersectional issues in women’s rights.

Institutional Arrangement

The consultant is expected to give regular progress updates on each of the deliverables and be available for discussion with the UN Women ROAP and, where applicable, UN Women HQ staff. After the submission of each draft version of the deliverables, the consultant is expected to incorporate at least two rounds of comments and feedback received by UN Women ROAP and HQ and Country Offices into the final versions.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been completed.

  • 1st instalment: deliverables 1.1 and 2.1 (40%)

Ethical Code of Conduct:

The light review of the programme is to be carried out according to ethical principles and standards established by the United Nations Evaluation Group (UNEG).

  • Anonymity and confidentiality. The evaluation must respect the rights of individuals who provide information, ensuring their anonymity and confidentiality.
  • Responsibility. The report must mention any dispute or difference of opinion that may have arisen among the consultants or between the consultant and the heads of the Programme in connection with the findings and/or recommendations. The team must corroborate all assertions, or disagreement with them noted.
  • Integrity. The evaluator will be responsible for highlighting issues not specifically mentioned in the TOR, if this is needed to obtain a more complete analysis of the intervention.
  • Independence. The consultant should ensure his or her independence from the intervention under review, and he or she must not be associated with its management or any element thereof.
  • Incidents. If problems arise during the fieldwork, or at any other stage of the evaluation, they must be reported immediately to the manager of the evaluation. If this is not done, the existence of such problems may in no case be used to justify the failure to obtain the results stipulated in these terms of reference.
  • Validation of information. The consultant will be responsible for ensuring the accuracy of the information collected while preparing the reports and will be ultimately responsible for the information presented in the evaluation report.
  • Intellectual property. In handling information sources, the consultant shall respect the intellectual property rights of the institutions and communities that are under review.
  • Delivery of reports. If delivery of the reports is delayed, or in the event that the quality of the reports delivered is clearly lower than what was agreed, the penalties stipulated in these terms of reference will be applicable.

Required Skills and Experience

  • Master’s degree in the field of international development/relations, law, sociology, gender studies or other related areas.
  • Bachelor’s degree plus 2 additional years of work experience
  • At least 5 years of relevant experience undertaking programme evaluations, assessments or reviews is required.
  • Demonstrated substantive experience in assessing similar development and humanitarian projects in the area of VAWG/GBV.
  • Experience working on VAWG/GBV in Asia and the Pacific and previous work experience with UN agencies is an asset.
  • Excellent command of written English is required.

Evaluation

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal (in USD): the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable, in local currency.
