Under the supervision of the Senior Coordinator East in Goma as well as the strategical and technical guidance of the Chief emergency in Kinshasa, coordinates the emergency preparedness and response in the East (Ituri, North Kivu, South Kivu, Maniema). Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions to ensure the survival and well-being of children and mothers and affected communities in emergency including UNICEF Rapid Responses (UniRR & Cholera). Provides coordination and support for policy and programme planning and management in UNICEF supported emergency programme. Provide oversight to the UNICEF led clusters coordinators in Goma.

How can you make a difference?

1. Ensures that adequate emergency preparedness measures are taken through the development and updating of contingency plans and establishment of early warning mechanisms, which leads to more effective preparedness and response to specific emergencies.

2. Provides policy and program advice related to emergencies, including on management related issues. Provides direction and guidance to the field offices in the east in the implementation of emergency preparedness measures, which strengthens preparedness and response mechanisms faced with impending emergencies.

3. Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies in the East to appeal for aid for children and women with the special needs resulting from emergency situations requiring effective emergency responses in all sectors. Identifies implementing/operational partners and establishes implementing arrangements. Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.

4. In coordination with Chief emergency, contribute to fundraising efforts through regular communications/advocacy with donors based in the east, quality inputs to concept notes, proposals, communication materials

5. As required by the Senior Coordinator East, represents UNICEF in relevant related forum and keeps management informed of all humanitarian developments in the East in terms of strategy, situation developments, potential threats and opportunities/issues in partnership. Engage and support engagement with the inter-agency coordination fora in order to influence the humanitarian strategy in the East, advance UNICEF’s priorities and highlight humanitarian gaps

6. Ensures that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the eastern field office's workplans. Prepares sectoral input for the country programme documents, plan of action, annual workplans, and all related documents of the office’s Emergency Preparedness and Response. Contributes towards the preparation of the Situation Analysis and the Country Programme Document.

7. In coordination with Chief emergency, oversee the effective coordination of the clusters led by UNICEF in the East in collaboration with OCHA.

8. Ensure qualitative, solid and efficient implementation of UniRR (UNICEF Rapid Response) and Cholera rapid Response in close collaboration with UNICEF field offices and partners.

9. Work in close collaboration with Goma Supply section to ensure an efficient Emergency supply chain to deliver quality and timely supplies to the targeted vulnerable families affected by the emergency situation.

To qualify as an advocate fo****r every child you will have…

  • Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • Minimum eight years of progressively responsible professional work experience at international levels in emergency programme/project development, planning, implementation, monitoring, evaluation and administration.
  • At least 6 years of experiences in managing of emergency programmes/projects and emergency teams in complex emergencies including displacement context and public health emergencies.
  • Experiences in rapid response programme is an asset.
  • Fluency in English and French both oral and written
  • Local working language of the duty station an asset.
