WHO is accountable towards delivery of expected results. The project ensures that progress is monitored and reported periodically. Evaluation is an integral component of operational planning.

The project ensures WHO’s performance against the Programme Budget is analysed and reported. In coordination with technical units and Administration and Finance, the incumbent will contribute to monitoring performance against deliverables and indicators and assist preparing reports for all programmes with emphasis on emergency programme. Participation in the field trips to the camp with health sector partners, donor visits, etc and presentation at the Professional Staff Meetings, joint meeting with Ministry of Health & Family Welfare and Health Sector Coordination meetings are envisaged.

Under the overall guidance of the WHO Representative and the direct supervision of the Head of Sub Office, WHO Emergency Sub Office, Cox’s Bazar, the External Communications Officer will provide a strong contribution to the overall success of the WHO communications and will be responsible for the following assigned duties:

• Engage with WHO Country Office (WCO) to develop WHO Emergency Sub Office’s communications strategy, and initiate its implementation • Develop internal communications trainings for WHO personnel to standardize and harmonize communications style, language and visuals as per WHO branding SoP • Collaborate with all relevant actors, including the health sector, regional and field offices, other WHO departments, UN agencies, and other partners to identify and create communication opportunities and prepare communication campaigns on subject in focus. • Support drafting communication content such as official letters, speeches, website and news stories, success stories and other as prescribed by the Sub Office leadership • Support management and oversight of communications personnel, consultants and service providers to address specific requests from the WCO and HOSO • Ensure efficient and effective management of communications resources • Initiate contractual agreements with graphic designer/s, photographer/s, videographer/s, and other consultants as needed • Provide communications materials and assets with a mind to developing relations with donors, line ministries and communications counterparts. • Leverage the outputs delivered by WHO Emergency Sub Office to advocate among the donors and Govt counterparts on the actions and results of the interventions in partnership with WHO
• Prepare communication and advocacy products and statements to be used by the Resource Mobilization Team for the donor community to rapidly fund the overall health sector response to affected populations. • Support the Head of Sub Office to review and finalize the technical products developed by team leads and Health Sector • Engage with the technical units to draft and seek clearances for the social media content (mainly Facebook and Twitter, and other social media as prescribed in Communications Strategy) for WHO and coordinate distribution with the country office • Ensure that all visual communication material produced is in line with the donors’ visibility guide-lines • Support preparation of visual material promoting overall WHO achievements by WHO Emergency Sub Office • Research and develop feature stories and messages, ideally bringing in a human element from real life experiences • Support the WCO Communication Officer, if any, in liaising with the press/media to advocate and disseminate information on emergency prevention, preparedness, recovery and response strategies and efforts. • Organize interviews and filming opportunities to support high visibility of WHO achievements through television, radio and newspapers, etc. • Identify subjects of interest to develop and improve media/communication activities pertaining to the incident management efforts for the country/sub office. • Support the organization of events, visit and advocacy campaigns. • Support country office communication team as needed. • Perform any other incident-specific related duties, as required by the functional supervisor.

• national & international on external communication and communication management for de-velopment. • National & international progressive responsible experience in communication, and communi-cation management for development. • Experience with international organizations and/or emergency programmes in a developing country will be particularly valued with eexperience covering public health issues. • Knowledge of public health and international relations. • Knowledge of issues in humanitarian and other emergencies • Sound news-writing skills for all platforms (social and web). • Proven proficiency on use of audio-video and photography kits • Proven ability to multitask, prioritize, research and write to short deadlines. • Ability to analyze multiple sources of information and identify key content. • Fluency in both written and spoken English

Cox's Bazar is a district of Bangladesh, and it is famous for fishing port and tourism. It is one of the most-visited tourist destinations in Bangladesh. The beach in Cox's Bazar is an unbroken 120 km (75 miles) sandy sea beach with a gentle slope, making it the second longest sea beach in the world. The climate of Cox's bazar is similar to the rest of the country. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by the location in the coastal area. Historically Cox’s Bazar, like other parts of Bangladesh, is a safe place to live. Since August 2017, with the large scale Rohingya influx from Myanmar, Cox’s Bazar is seen as a district with a humanitarian crisis.

Culturally Cox’s Bazar is very diverse and well-known for its traditional heritage. The communications systems in Cox’s Bazar is well developed and the district is well-connected with other cities. All the national mobile networks are operational in Cox’s Bazar. Walking within Cox’s Bazar city is only allowed during daytime. Travel by rickshaw is also permitted within Cox’s Bazar only during daytime. Cox’s Bazar has a domestic airport and is currently classified as a family duty station (Security Level 3-moderate; Hardship category-D).

Accommodations are safe, clean and comfortable, but basic. The UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
