WHO is accountable towards delivery of expected results. The project ensures that progress is monitored and reported periodically. Evaluation is an integral component of operational planning.

The project ensures WHO’s performance against the Programme Budget is analysed and reported. In coordination with technical units and Administration and Finance, the incumbent will contribute to monitoring performance against deliverables and indicators and assist preparing reports for all programmes with emphasis on emergency programme. Participation and presentation at the Professional Staff Meetings, joint Ministry of Health and WHO Coordination meetings are envisaged

Under the direct supervision of the WHO Representative and direct supervision of the Programme Monitoring and Evaluation Officer, the External Communications Officer will provide a strong contribution to the overall success of the WHO communications and will be responsible for the following assigned duties:

Take a lead in strengthening strategic communications:

• With support of colleagues from WCO, develop WHO Emergency Sub Office’s Communications Strategy, and initiate its implementation • Prepare Communications Manual as internal guidelines for staff to reinforce use of common communications style, language and visuals • Contribute in preparation and put to use of necessary protocols and Standard Operating Procedures (SoP) • Contribute to development and implementation of the Internal Communications Plan • Support setting up a system for monitoring and evaluation of the communications activities (media monitoring, analysis of the social media activities and website visits, etc.) • Collaborate with all relevant actors, including the health cluster, regional and field offices, other WHO departments, UN agencies, and other partners to identify and create communication opportunities and prepare communication campaigns on specific topics. • Support drafting communication content such as official letters, speeches, press releases, press invitations, website and news stories, success stories and other as prescribed by the Communications Strategy

Support management of Communications Office:

• Support management and oversight of communications personnel, consultants and service providers • Address specific requests from the WCO and HOSO • Ensure efficient and effective management of communications and visibility budget • Contribute in preparation of workplans • Support smooth communication on projects implemented by WHO in CXB

Ensure that all necessary resources for the Communications Office are in place:

• Contribute to drafting of Terms of Reference for new personnel, volunteers, consultants, services and goods needed for the Communications Office • Initiate Long Term Agreements with translators (Bangla-English and vice versa), press clipping service, graphic designer/s, photographer/s, videographer/s, and other consultants as needed • Manage communications, national and international consultants, when appropriate and needed

Provide strong contribution in improving the relations with existing and potential new donors and Government stakeholders:

• Establish and cultivate relations with the donors’ and line ministries’ communications counterparts • Provide support in ensuring continuing visibility and publicity of the support which the current donors are providing • Ensure that donors and Government officials are informed on the actions and results of development interventions in partnership with WHO • Prepare communication and advocacy products and statements to be used by the Resource Mobilization team in convincing and encouraging donors to rapidly fund the overall health sector response to affected populations.

Ensure quality media coverage:

• Establish and cultivate relations with the national, regional and selected international media • Provide media with timely and punctual information on WHO activities • Provide qualitative and quantitative analysis of media coverage • Support establishing and regular update of the media contacts list • Take a lead in establishing WHO annual media award for the best national reporting about SDGs

Support regular maintenance of WHO website and social media pages:

• Contribute in development of social media content (mainly Facebook and Twitter, and other social media as prescribed in Communications Strategy) • Manage the development and maintenance of the emergency related websites, in compliance with guidelines and standards used throughout the Organization, to ensure consistency of approach. Critically review and improve contents, architecture and design.

Ensure strong visual communication:

• Ensure unified internal use of WHO visuals such as email signatures, templates for letterhead, presentations, etc. • Ensure that all visual communication material produced is in line with the donors’ visibility guidelines • Take a lead in creating a new WHO photo library • Support preparation of visual material promoting overall WHO achievements in CXB(for example WHO calendar, posters, notebooks, or similar) • Research and write feature stories and messages, ideally bringing in a human element from real life experiences • Support the WCO Communication Officer, if any, in liaising with the press/media to advocate and disseminate information on emergency prevention, preparedness, recovery and response strategies and efforts. Organize interviews and filming opportunities to support high-visibility of WHO achievements through television, radio and newspapers, etc. • Identify subjects of interest to develop and improve media/communication activities pertaining to the incident management efforts at the country level. Design state-of-the-art communication materials and tools; ensure the rapid and timely dissemination of information to all partners.

Support organization of events, visits and advocacy campaigns.

Perform any other incident-specific related duties, as required by the functional supervisor.

combined national & international progressively more responsible experience in communication – and communication management – for development. Experience with international organisations and/or emergency programmes in a developing country will be particularly valued. Understanding of Agenda 2030 (SDGs 5, 10, 16 and 17). Being conversant of Bangladesh’s Women Development Policy, National Action Plan for VAW and Seventh Five Year Plan (2015 – 2020) would be an added advantage.

The beach in Cox's Bazar is an unbroken 120 km (75 mi) sandy sea beach with a gentle slope, making it the second longest sea beach in the world. The climate of Cox's bazar is almost similar to the rest of the country. The climate of Bangladesh is generally determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. It is further characterized by the location in the coastal area. Historically, Cox’s Bazar is a safe place so far like other parts of the country. Recently, Cox’s Bazar is experiencing huge Rohingya influx from Myanmar, which causes serious humanitarian crisis. Culturally Cox’s Bazar is very diverse and well-known for its traditional heritage. Communications system is developed so far and well-connected with other cities. Walking within Cox’s Bazar city is only allowed during day light. Travel by Richshaw is also permitted within Cox’s Bazar only during day light hours. All the national Mobile networks are available there. Cox’s Bazar has also domestic airport. Cox’s Bazar in Bangladesh is currently classified as a family duty station (Security Level 3-moderate; Hardship category-D).
