How can you make a difference?

The Education Specialist (Global Partnership for Education) works as part of the Education section of UNICEF Myanmar Country Office, working full-time to manage the Global Partnership for Education (GPE) Accelerated funding for COVID-19 response and recovery, to which UNICEF Myanmar assumes the role of the Grant Agent. The funding will be provided to support the Myanmar Ministry of Education (MoE)’s COVID-19 Response and Recovery Plan, to ensure continuity of learning of all children with special focus on most disadvantaged children. The implementation period is 18 months which started in June 2020.

Under the guidance and supervision of Chief of Education (P5), the Education Specialist (Global Partnership for Education) supports the Ministry of Education (MoE) to implement the GPE COVID-19 programme and is responsible for day to day progress tracking, fund management, liaison with relevant government and non-government stakeholders, monitoring, and reporting progress of the program. The Education Specialist (Education Programme Manager) will directly supervise an Education Officer (NO2) and a Programme Associate (GS6), who will work full time for this GPE COVID programme.

    To qualify as an advocate for every child you will have…

  • An advanced University degree in one of the following fields is required: education, sociology, psychology or other social studies related field. A first University degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • Minimum 5 years of relevant professional work experience in education programmes or any related social sector is required.
  • Minimum 3 years of experience in education programme management, including financial management.
  • Experience in working with the Ministry of Education (MOE) in Myanmar is an asset.
  • Experience in leading a team is required.
  • Experience in working with other sectors, especially child protection, health, WASH, social protection is required.
  • Experience in education sector coordination is considered as a strong asset.
  • Experience in donor relations is a strong asset.
  • Experience in supply and procurement is an asset.
  • Relevant experience in UNICEF or UN System agency or organization is considered as an asset.
  • Oral and written excellency in English is required.

    Technical Knowledge

  • Rights-based and Results-based approach and programming and programme management;
  • UNICEF programme policy, procedures and guidelines in the Manual (preferred);
  • UN policies and strategy to address international humanitarian issues and the responses (preferred);
  • Good understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education; and
  • Good knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming.
