The Government of Indonesia, through Ministry of Development Planning (BAPPENAS), has requested UNICEF to continue its support towards social protection reforms that include adaptive social protection, socio-economic registration and integration. This assignment will continue this programmatic function and strengthen social protection across cross-cutting areas within UNICEF with respect to emergencies, climate change, urban development, and disaster risk management.

This assignment is intended to support Inclusive Social Protection as a response to the Government of Indonesia’s request to support national social protection system reforms as part of its general response to the COVID-19 pandemic. This assignment is also intended to support coordination with five Field Offices on engaging and leading inclusive social protection programmes

How can you make a difference?

1. Overseeing high quality and frequency communication materials to better reach programmes through organized public events aiming for high-level policy dialogue in the context of social protection reforms. This role will include troubleshooting to achieve high-quality materials. 2. Developing good partnerships and communications with governmental stakeholders for the implementation inclusive social protection for all children. 3. Developing partnerships and activities with national and sub-national media through a series of editor in-chief meetings for mainstreaming child-focused social protection programmes. 4. Supporting the finalization of sub-national guidelines for adaptive social protection with relevant governmental partners, including conducting pilots in selected provinces. 5. Developing communications and partnerships with the private sector for building an innovative financing model for child-focused social protection through organizing at least four public workshops. 6. Contributing to the development of several social protection policy briefs and analysis, particularly in the context of humanitarian response including initiating engagement with legislature at national and sub-national levels. 7. Mainstreaming social protection for all children into programmatic office-wide areas towards emergency, climate change, urban development, and disaster risk management. 8. Supporting organization of monthly coordination meetings with government partners, UN agencies and development partners for mainstreaming inclusive social protection for all children under the joint framework of integrated social protection system for all. 9. Supporting and contributing to effective and efficient planning, management, coordination, monitoring and evaluation in the social protection areas of the country programme. Ensure that the child sensitive social protection planning project enhances policy dialogue, planning and programme management.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s degree) in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field. • A minimum of 5 years of relevant work experience. • Social protection work experience in emergency and complex programming context. • Exposure to UNICEF programmatic areas including health, communication, child protection and education. • Experience in working with government in implementing social protection projects. • Experience in working with UN agencies, and international NGOs is an asset. • Good communication and teamwork skills for liaising with local counterparts and partners. • A self-starter, flexible and can work independently • Fluency in both oral and written English and Bahasa Indonesia
