UNICEF is supporting the Government of Indonesia on strengthening the child protection systems. This includes strengthening the quality and accessibility of child protection services, through early detection and case management for vulnerable children, birth registration as well as promoting protective social norms. The programme engages a wide range of stakeholders including community partners and children for early identification and early response links to integrated community child protection services and the integrated child protection service for comprehensive support.

Within this framework, the purpose of this temporary appointment (TA) is to provide professional technical assistance throughout the programming process on strengthening the integrated child protection services with emphasis on the coordinated implementation of service standards and framework at national and sub-national levels. Furthermore, the TA will support the strengthening of the child protection information management system (SIMFONI PPA) with the integration of Primero[1]. Other tasks include the provision of support to high level engagement and advocacy, analysis for child protection information, preparing, executing, managing, and implementing a variety of technical and administrative program tasks to facilitate program implementation.

How can you make a difference?

1. Assist the MOWECP in the roll out of the service framework and standards of the integrated service for the protection of women and children at sub-national levels. 2. Support the design of an information package to disseminate the Decree Number 2/2022 of the MOWECP on the service framework and standards of the integrated services for the protection of women and children. 3. Support the development and testing of the national service framework and standards for the national referral system. 4. Support the development and integration of the Child Protection Information Management System (Primero) to MOWECP’s Simfoni PPA database, ensuring its alignment with the national service standards. 5. Support facilitating relevant capacity building sessions to implement the service framework and standards of the integrated services for the protection of women and children including to increase the partners and other stakeholders’ competencies. 6. Support the strengthening of inter-sectoral collaboration among relevant ministries and work with field offices at sub-national levels. 7. Contribute to providing up to date analysis, comprehensive and current data to inform child protection policy and programme development, as well as for high level engagement for policy advocacy. 8. Provide technical inputs and work closely with the Child Protection team to discuss strategies, planning, and methodologies for better achievement of child protection programs. 9. Actively monitor UNICEF-supported programmes through visits, surveys, and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions, including to ensure appropriate utilization of funds in line with grant conditions, including assisting MOWECP’s Planning Bureau and relevant units to implement the joint MOWECP and UNICEF under 2022 Annual Workplan 10. Contribute to draft policy papers, briefs, concept notes and other strategic materials for use by management, donors, UNICEF regional offices and headquarters. 11. Supporting generating learning/knowledge products, covering innovative approaches and good practices, to support programme implementation or for use during meeting/events as required.

To qualify as an advocate for every child you will have…

• Bachelor’s degree in psychology, social work, or related field. • Minimum 2 years of working experience in service delivery relevant to social welfare, child protection or related field. Experience of working with government agencies on child protection service/system development at national and subnational level will be an advantage. • Familiarity with government planning, budgeting and administrative regulations would be an asset. • Extensive technical and practical expertise on capacity building; good facilitation skill an asset. • Demonstrated understanding of government functions to social work reform and child protection. • Knowledge and understanding of the decentralization context are an advantage. • Knowledge on monitoring and evaluation including information management system for child protection • Fluency in both oral and written English and Bahasa Indonesia
